Summary of Incident:

On 05-24-22 at approximately 1330 hours Lt Mark Bickford of the St Johnsbury PD was conducting roving patrol when he observed a male who he knew to be Nicolas Balch walking on the sidewalk near Tim's Deli. Lt Bickford believed Balch to have active conditions (24 hour curfew) and knew that a warrant for his arrest had been recently requested. Balch, DOB: 02-16-80 was taken into custody by Lt Bickford and later taken to the NERCF where he was lodged on a warrant for a VCOR violation. Balch was scheduled for arraignment at court on the following day.

On March 21, 2022 at about 2106 hours, two concerned citizens made a complaint at the St. Johnsbury Police Department about suspicious activity in St. Johnsbury. As a result of this investigation, Anthony Speed was located at the Northeast Regional Correctional Facility on May 7th and was cited for a Sex Offender Registry violation, 32 counts of Violation of Conditions of Release (as to contact with a female he is required to not contact per active conditions of release), and Habitual Offender. On May 20th, Shawn Greenwood was located and arrested, before later being released on citation for the violations of Accessory After the Fact and False Information to Law Enforcement. Both are cited into Caledonia Superior Court with arraignment dates of July 25, 2022 at 0830 hours.

The operator, Trevor Irwin, was found to be under criminal suspension due to a prior DUI action. Trevor was arrested and brought back to the police department, where he was later released on a citation into Caledonia Superior Court with an arraignment date of July 25, 2022 at 0830 hours.

SUMMARY OF INCIDENT:

On May 22, 2022 at about 0054 hours, a motor vehicle was stopped on Spring Street after a St. Johnsbury Police Department patrol officer observed a motor vehicle violation on Western Avenue. The operator, Christopher Briggs (33) of Lyndon, displayed signs of impairment. After further investigation, Briggs was placed under arrest for suspicion of driving under the influence of a substance other than alcohol . Further investigation revealed that Briggs was in possession of approximately 22 grams of a white rock substance which field tested positive for the chemical properties of cocaine base (crack cocaine). A Drug Recognition Expert evaluation was obtained with the assistance of the Vermont State Police and an evidentiary blood draw performed at NVRH hospital. Briggs was released into the custody of another adult on a citation into Caledonia Superior Court with an arraignment date of August 22, 2022 at 0830 hours to face the above violations.
