On 07/22/2022, St. Johnsbury Police located Tristan Garcia intoxicated on the side of High Street in St. Johnsbury. Garcia was out past a court ordered curfew and also had conditions not to consume alcohol. On 07/29/2022, Corporal Hartwell located Garcia at the Maplefield’s store in St. Johnsbury. Garcia had previously been issued a notice of trespass for that location. He was taken into custody and cited for all 3 offenses.

Vieira also had an arrest warrant. Vieira was arrested. Vieira was cited into Caledonia Superior Court for the violation of conditions matter for August 29, 2022 at 0830 hours. He was also issued a flash citation into Caledonia Superior Court for July 29, 2022 at 1230 at the request of the Honorable Court for the arrest warrant.

On July 01, 2022 at 1040 hours, the St. Johnsbury Police Department received a complaint that a person had stolen a cell phone from a vulnerable adult and used it to reduce the victim’s bank account balance to 19 cents. The victim reported this after finding only 19 cents left in his bank account when he went to access his monthly social security/disability payment to pay his rent. On July 14, 2022 at about 1800 hours, Justin Maloney was later located at the Northeast Regional Correctional Facility where he had been lodged on an unrelated matter. Maloney was cited and will face arraignment in this case with a date of September 26, 2022 at 0830 hours.

The investigation led to a pair of convenience stores and a grocery store in St Johnsbury. A review of surveillance video and bank records led to the arrest of Kimberly S. Kelly, 53 of Lyndonville Identity Theft, Fraudulent use of a credit card and Petit Larceny. Also charged was Scott Lapoint, 58 of Lyndonville for the same charges. Both were cited to appear on September 12, 2022 to answer the charges.
