SUMMARY OF INCIDENT:

On August 28, 2022 at about 2120 hours, a St. Johnsbury Police Department patrol officer observed a motor vehicle violation on Memorial Drive. The vehicle was stopped. The operator, Jeffrey Davis-Parfait of Meriden, CT, displayed signs of impairment by a substance other than alcohol. Davis-Parfait was arrested for suspicion of DUI – Drugs (#1). A Drug Recognition Expert evaluation was obtained with the assistance of the Vermont State Police and an evidentiary blood draw taken. Davis-Parfait was cited for the case into Caledonia Superior Court on December 12, 2022 at 0830 hours. Davis-Parfait was brought to the Northeast Regional Correctional Facility for detoxification.

SUMMARY OF INCIDENT:

On August 27, 2022 at about 1645 hours, pursuant to a search warrant obtained by Cpl. Hartwell fromthe Honorable Court in regards to an active investigation, a residence at 35 Washington Avenue was searched by St. Johnsbury Police Officers. Located in the residence was Michael PauPaw of Far Rockaway, NY, who was found to have an active $20,000 arrest warrant out of Windsor County Superior Court (original case investigated by the Hartford, Vermont police) for Heroin Trafficking, Cocaine Trafficking and False Information to a Law Enforcement Officer. PauPaw was also found to have a significant quantity of white powdery rocklike substance secreted on his person, specifically it was found associated with his testicular region. The substance later field tested presumptively positive for the chemical properties of cocaine base with an approximate weight of 1 ounce. PauPaw was lodged at the Northeast Regional Correctional Facility on the warrant with bail set at $20,000 and flash cited into Caledonia Superior Court with an arraignment date of August 29, 2022 at 12:30pm.

On August 26, 2022 at about 0236 hours, a St. Johnsbury Police Department patrol officer stopped a motor vehicle on Harrison Avenue for a violation observed on Concord Avenue. Located in the vehicle was Hawkk Christman, who was the subject of a probation violation warrant (on underlying convictions of Sexual Assault with a Victim less than 16 years of age, Burglary and Retail Theft) originating fromthe Vermont Department of Corrections with extradition throughout the continental United States. Christman was arrested and lodged at the Northeast Regional Correctional Facility on $2,500 bail.

On August 26, 2022 at about 1930 hours, the St. Johnsbury Police Department received a complaint about a disturbance in the Republican Block apartment building. Responding patrol officers found that Barbara Rabtoy had been consuming alcoholic beverages in violation of active court ordered conditions of release. Rabtoy was arrested and later brought to the St. Johnsbury Police Department. Rabtoy was released to the Northern Vermont Regional Hospital emergency room. Rabtoy was cited into Caledonia Superior Court regarding this incident with an arraignment date of September 26, 2022 at 0830 hours.

On August 23, 2022 at about 1733 hours, the St. Johnsbury Police Department received several complaints of some type of street fight occurring between two women screaming and pushing each other on Washington Avenue followed by a report that one woman picked up a scooter and smashed out a residential window. Responding patrol officers made contact with Brittany Clark who was arrested for the above violations. Clark will face arraignment in Caledonia Superior Court in regards to this matter on October 24, 2022 at 0830 hours.

The vehicle was stopped and the operator displayed signs of impairment by a substance or substances other than alcohol. Faucher was arrested for suspicion of DUI #1 (Drugs). A drug recognition expert evaluation was obtained with the assistance of the Vermont State Police and an evidentiary blood draw taken. Faucher will face arraignment in regards to this matter on November 28, 2022 at 0830 hours in Caledonia Superior Court.
