SUMMARY OF INCIDENT: between August 15, 2022 and September 6, 2022 The St Johnsbury Police investigated a series of larcenies from motor vehicles. During the investigation, officers discovered a burglary of an unoccupied dwelling which led to the arrest of John W. Schumann, 40 of St Johnsbury. Schumann at the time of arrest was found in the possession of Fentanyl and a prescribed medication and was subsequently charged with Burglary of an unoccupied Dwelling, Petit Larceny (3 Counts), Larceny form the person (5 Counts), Conditions of Release violations for curfew (7 Counts), possession of Fentanyl and Possession of a controlled substance. Schumann was lodged and held and is scheduled to appear in Caledonia Court on October 10, 2022 to answer the charges.

On 09/10/2022, acting on a tip from a concerned citizen, Corporal Hartwell and Officer Gerrish went to a residence on Jones Street in St. Johnsbury where they located Michelle Deaette. Deaette was taken into custody without incident on tree active arrest warrants. Located with Deaette and/or on her person were 25 bags of suspected fentanyl and approximately half a gram of suspected crack cocaine. Also in her possession were several debit/credit cards and blank checks not belonging to her. Deaette was also cited for a case being investigated by Sgt. Cleary that occurred on 09/01/2022, when Deaette provided false information using the name of a relative to evade arrest. Deaette was lodged at the Northeast Regional Correctional Facility for lack of the $2000. Bail on the Warrants.

On September 06, 2022 at approximately 2031 I received a call from Powers stating Garcia Kicked him in the genitals and strangled him. Officer Gerrish, Corporal Hartwell and I located Garcia on Railroad Street and placed him under arrest for Aggravated Assault and Violating conditions of release. Upon bringing Garcia into custody he assaulted three officers. Later in the night Garcia damaged a door on a police cruiser. Garcia was issued conditions of release by the honorable judge to be released to a responsible adult. Garcia was lodged at the Northeast Regional Correctional Facility pending further court action.

SUMMARY OF INCIDENT:

On September 5, 2022 at about 2010 hours, a St. Johnsbury Police Department patrol officer observed a motor vehicle idling in the Family Dollar parking lot with the operator, Christopher Rivers, slumped over behind the wheel. Also found unconscious in the back seat was Gary Bolton. Rivers demonstrated signs of impairment by a substance other than alcohol and was arrested for suspicion of DUI #1 (Drugs), License Required (as he was unlicensed and had a prior conviction for driving without a license within the past 2 years) and possession of a depressant, stimulant or narcotic drug. A Drug Recognition Expert evaluation was obtained with the assistance of the Vermont State Police and an evidentiary blood draw taken at the hospital. Bolton was arrested for possession of a depressant, stimulant or narcotic drug, violation of conditions of release and unlawful trespass (as he was found to have returned to the premises despite receiving a prior notice of trespass). Bolton will face arraignment in this matter on March 13, 2023 at 0830 hours and Rivers will face arraignment on December 12, 2022 at 0830 hours, both in Caledonia Superior Court.
