SUMMARY OF INCIDENT:
On December 6, 2021 at about 0407 hours, the St. Johnsbury Police Department received a complaint that a female had asked a passing motorist for help and reported being assaulted in the parking lot behind the Dunkin Donuts. Upon arrival and after further investigation, it was determined that Rafael Owens had assaulted a family or household member, causing pain and injury. He was arrested. Owens was ordered released on Conditions of Release by the Honorable Court and flash cited into Caledonia Superior Court to answer the case on December 7, 2021 at 12:30pm.
