SUMMARY OF INCIDENT: On July 31, 2023 at approximately 2130 hours, Ofc Jasmine Hendry and Ofc Davis Guyer spoke with a male in the lobby of the police department. The male advised his now ex-girlfriend, Elicia Shinn, had punched him in the face 10 times. Following an investigation, Shinn was arrested for Domestic Assault.
A review of Shinn's criminal record showed a prior conviction for both, Domestic Assault and Violation of Abuse Prevention Order in the State of Vermont, within the last 10 years, making this a 2nd Degree Aggravated Domestic Assault charge.
