SUMMARY OF INCIDENT:
Officer's Report of Corporal George Johnson

On 11/27/2023 at approximately 1827 hours, I was notified that Jacob Olcott was on the phone and wanted to report that his vehicle a black 2005 Chevrolet Impala had been stolen.

Olcott described the vehicle as a black 2005 Chevrolet Impala that is using a spare tire on the front of it.

On 11/29/2023 at approximately 1940 hours, I was notified that Corporal Steven Hartwell had located the above vehicle and was attempting to stop it. Cpl. Hartwell stated that the vehicle was not stopping and that and that it was now fleeing north on Railroad Street. Cpl Hartwell stated that he lost sight of the vehicle as it was speeding away on Railroad Street.

I met the above vehicle at the intersection of Railroad Street and Hastings Street. I got behind the vehicle with both my siren and blue lights activated. The vehicle turned north onto Memorial Drive. The vehicle continued to speed north on Memorial Drive reaching speeds of over 80 mph passing vehicles and driving into the oncoming lane even with vehicles were approaching. The Vehicle fled through Lyndonville. The vehicle continued to flee until it control and left the roadway landing on its side in a field near 9216 on Vermont Route 122 in Glover Vermont approximately 23 miles from where the pursuit began.


I approached the vehicle and observed Antonio Hammond unconscious in the driver's seat. Hammond regained consciousness. At this time Hammonds's license was under suspension and he had active court conditions preventing him from operating a motor vehicle.


Hammond was later extracted from the vehicle by Fire and EMS after they used the Jaws of Life to remove the roof from the vehicle. Hammond was transported by ambulance to North Country Hospital due to his injuries.
