SUMMARY OF INCIDENT: On 03/22/18 during the course of a traffic stop, Joanne Mitchell’s purse was seized and a search warrant was applied for. The warrant was granted and a search of the purse was conducted. Along with paraphernalia 11 small packages of what is believed to be heroin was found within he purse. On 03/29/18 at 1932 Mitchell was located walking across the Portland Street Bridge. Mitchell was arrested for the above offense.
