SUMMARY OF INCIDENT:
On the above date and time, an officer on patrol observed George Phelps on Railroad Street near Horizon’s Deli. The officer knew Phelps had an active warrant for his arrest. Phelps was stopped and taken into custody without incident on the warrant. The warrant was for failing to appear for arraignment with original charges of stalking, aggravated disorderly conduct, criminal threatening, violation of conditions of release and trespassing. Phelps was lodged at the Northeast Regional Correctional Facility on $200 bail.
