On 03/19/2021, I witnessed Heather Powers walking on Portland street towards her residence. I knew Powers to have an active warrant for her arrest. I checked with dispatch to confirm the warrant and it came back that Powers had an active warrant for Violation of Probation. Powers was processed and lodged at NERCF.
