SUMMARY OF INCIDENT:
The St. Johnsbury Police Department received a complaint about a reportedly intoxicated person leaving the Jiffy Mart on Railroad Street and heading south out of town. While patrol officers searched the area, another call came in that the person and vehicle had returned to the Jiffy Mart. Officers made contact with the operator, Damian Emerson (21) and found he was exhibiting signs of narcotic impairment. The investigation revealed a 1 year old child in the vehicle. Emerson was arrested and brought to the police department. Emerson was evaluated by a Drug Recognition Expert from the Vermont State Police and an evidentiary blood draw obtained. Emerson was later released to the care of a sober adult. Emerson was issued a citation into Caledonia Superior Court regarding this case for January 31, 2022 at 0830 hours.
