Summary of Incident

On 03-30-22 at approximately 1008 hours Lt Mark Bickford of the SJPD was conducting roving vehicle patrol within the village limits of St Johnsbury in a fully marked police cruiser when he observed a male who he recognized from several past law enforcement encounters to be Michael John. A check on the driving status of John showed that he was currently under criminal suspension in the State of VT for a DD1 (Driving while under the influence of drugs first offense.)

Lt Bickford made contact with John, DOB: 06-01-1994 in the parking lot next to the Welcome Center on Depot Sq. John was subsequently taken into custody without incident by Lt Bickford for driving with a criminally suspended license and transported to the PD for processing. While at the PD, John was found to have a set of active conditions of release imposed through the court stating that he isn't allowed to drive/operate a motor vehicle unless having a valid license. John was charged with the offense of VCOR. Once the processing of John was complete, he was released on a citation to appear in court on 05-16-22 at 0830 during which time he will answer to the charges of DLS & VCOR.

SUMMARY OF INCIDENT:

On March 27, 2022 at about 2041 hours, the St. Johnsbury Police Department received a complaint of an active assault at 10 Eastern Avenue. Responding officers spoke with the victim who reported suffering strangulation and pain during the incident. After clearing the incident, officers soon received a complaint of another fight breaking out outside of the Republican Block at 48 Eastern Avenue. Responding officers found John Sheehy, the suspect of the above mentioned incident, who fled officers and a foot pursuit occurred. Sheehy was taken into custody after resisting arrest. After Sheehy was handcuffed, Thomas VanVliet was arrested for impeding public officers and disorderly conduct. Sheehy was placed into the custody of the St. Johnsbury Probation and Parole office and VanVliet was released on a citation into Caledonia Superior Court with a court date of June 6, 2022 at 0830 hours.

Summary of Incident

On 03-26-22 at approximately 1544 hours Lt Mark Bickford of the SJPD was conducting roving patrol within the village limits of St Johnsbury. While patrolling south along Railroad Street in a fully marked police cruiser Lt Bickford observed a male walking north who he immediately recognized from past police encounters to be Carlos Perez III. Lt. Bickford had recently learned that Perez II had an active warrant for his arrest.

Lt. Bickford made contact with Perez III, DOB: 09-18-91 in the parking lot of the Passumpsic Bank on Railroad St. Lt Bickford advised Perez III of the warrant and subsequently placed him into custody. Perez III was transported to the Police Department where Lt. Bickford obtained his fingerprints and photograph. Once completed Perez III was transported to the NERCF where he was detained on the warrant. The warrant was issued on 03/21/22 for Perez III as he failed to show up for arraignment on an underlying simple assault charge. Bail on the warrant was set at $200.00 dollars.

Further investigation revealed that the operator was found to be displaying signs of impairment due to a substance other than alcohol. The operator, Kaitlin Cushman, was arrested for suspicion of DUI (Drugs). A Drug Recognition Expert exam was obtained with the assistance of the Vermont State Police and Cushman submitted to an evidentiary blood draw. Cushman was released from the St. Johnsbury Police Department on a citation into Caledonia Superior Court with a court date of June 27, 2022 at 0830 hours. Cushman was released to a sober adult.

SUMMARY OF INCIDENT:

On March 17, 2022 at about 2002 hours, the St. Johnsbury Police Department received a complaint that a couple had driven through the cemetery and caused damage to the graves and land, and they appeared intoxicated to the complaining employee. Responding patrol officers found Allison Roslund and [SEALED] associated with a vehicle in the cemetery and damage to nearby gravestones and the grounds. The operator, Roslund, displayed signs of impairment by a substance other than alcohol and was screened by Ofc. Gerrish. Roslund and Ide were both arrested. Roslund physically resisted arrest and Ide was taken into custody without incident. An evidentiary blood draw was obtained from Roslund by order of the Honorable Court via a search warrant. [SEALED] was released without incident on a citation into Caledonia Superior Court with a court date of May 23, 2022 at 0830 hours. Roslund was issued a citation into Caledonia Superior Court on the above charges with a court date of July 25, 2022 at 0830 hours. Roslund was lodged at the Northeast Regional Correctional Facility on a 24 hour hold as an incapacitated person.

The vehicle in question was hauled away by FauFaw’s towing of St. Johnsbury.

Garcia was found passed out on Bay Street behind a pile of pallets. Garcia admitted to consuming alcohol, which is a violation of his conditions of release, he was also out past his curfew time, and possessed Marijuana, more condition of release violations. Garcia was placed under arrest, where he continued to resist, bite, kick and spit. Ofc Gerrish was bit in his upper arm, leaving a mark. While back at the police department, Garcia spit blood on my face and neck. Garcia was brought to the hospital for a mental health evaluation.

Summary of Incident

On 02-25-22 at approximately 1425 Lt Mark Bickford of the St Johnsbury PD responded to a complaint of a male acting suspiciously under the Portland Street Bridge. Upon arrival, the male was identified as Richard Larocque, DOB: 03-21-56.. After speaking with Larocque he was found to be under the influence of alcohol and was subsequently taken into protective custody. Once back at the PD Larocque was screened by Tri-County and subsequently transported to the Northeast Correctional Facility where he was lodged as an incapacitated person. During the screening of Larocque he was found to have an active warrant. The warrant was for a failure to appear on an underlying theft charge. Larocque was given/issued a citation to appear in court for the next business day.
