SUMMARY OF INCIDENT:
Corporal Johnson and I were dispatched to 48 Eastern Avenue for a report of animals being left unattended. Upon arrival to the apartment I knocked and announced Police Department, this is when Jonathan Stuart attempted to flee down the fire escape where Corporal George Johnson was waiting. Stuart went back into the apartment. I know Stuart to have conditions that he can not be at the residence he was in. When Stuart opened the door I placed him in handcuffs and told him he was under arrest. Stuart was brought to the Police Department for processing, and transported to NERCF.
