SUMMARY OF INCIDENT:
On the above date and time, the St. Johnsbury Police Department was contacted by a concerned neighbor about a man repeatedly knocking on the door of a residence he was prohibited from being at due to a relief from abuse order. An investigation revealed that Phelps had violated said relief from abuse order. On June 2, 2021 at about 2030 hours, Phelps was located on Pleasant Street and he ran through neighborhood yards to avoid police; he hid behind the Caledonia Christian Church School on Southard Avenue wherein he was arrested. Phelps was cited for the above crimes and given a flash citation into Caledonia Superior Court regarding this matter for June 14, 2021 at 0830.
