On 05-24-22 at approximately 1330 hours Lt Mark Bickford of the St Johnsbury PD was conducting roving patrol when he observed a male who he knew to be Nicolas Balch walking on the sidewalk near Tim's Deli. Lt Bickford believed Balch to have active conditions (24 hour curfew) and knew that a warrant for his arrest had been recently requested. Balch, DOB: 02-16-80 was taken into custody by Lt Bickford and later taken to the NERCF where he was lodged on a warrant for a VCOR violation. Balch was scheduled for arraignment at court on the following day.

The operator, Christopher Briggs (33) of Lyndon, displayed signs of impairment. After further investigation, Briggs was placed under arrest for suspicion of driving under the influence of a substance other than alcohol . Further investigation revealed that Briggs was in possession of approximately 22 grams of a white rock substance which field tested positive for the chemical properties of cocaine base (crack cocaine). A Drug Recognition Expert evaluation was obtained with the assistance of the Vermont State Police and an evidentiary blood draw performed at NVRH hospital. Briggs was released into the custody of another adult on a citation into Caledonia Superior Court with an arraignment date of August 22, 2022 at 0830 hours to face the above violations.

He also complained that after this occurred, a female requested $150 from him via CashApp and later attempted to use said card at a local business. Hillary Hoffman was arrested, processed and released on a citation into Caledonia Superior Court with an arraignment date of June 27, 2022 at 0830 hours. She was also instructed to contact her probation officer at St. Johnsbury Probation and Parole and that agency was apprised of the situation.

Hillary Hoffman was arrested, processed and released on a citation into Caledonia Superior Court with an arraignment date of June 27, 2022 at 0830 hours.
