SUMMARY OF INCIDENT: On September 26th and 27th, St Johnsbury Department of Public Works responded to a series of reports for missing storm drain covers and manhole covers in the town of St Johnsbury. A total of 8 covers have been discovered missing from various street locations since approximately September 19th as well as several truck battery cores missing from the town garage. At least one witness reported seeing a group of three males in a dark colored Chevrolet or GMC pickup when they were caught trying to remove a storm drain cover that was eventually stolen from the Lawrence Circle area of the village. No registration was provided for the suspect vehicle. Residents are asked if they see or hear similar activity to please contact the St Johnsbury Police at 748-2314 if they are inside the village or the Vermont State Police at 748-3111 for residents outside of the village.

SUMMARY OF INCIDENT:

On September 27, 2020, an officer was on patrol on Spring street after receiving a complaint of illegal fireworks being discharged in the area. He noticed a suspicious vehicle driving down the road with a passenger inside it that appeared to be [EXPUNGED]. The vehicle drove onto Summer Street wherein [EXPUNGED] exited the vehicle and ran through an alley. [EXPUNGED] was found in a town resident’s back yard on Spring Street in violation of a court ordered curfew and found to be in possession of a pipe containing a white powdery substance that would later field test positive for the chemical properties of cocaine. [EXPUNGED] was arrested and brought to the St. Johnsbury Police Department. [EXPUNGED] was cited for possession of cocaine and 2 counts of violation of conditions of release. [EXPUNGED] was screened and found to be in an incapacitated state due to the consumption of a chemical substance and was lodged at Northeast Regional Correctional Facility for detox.

On August 21, 2020, the St. Johnsbury Police Department received a complaint about an inmate at the Northeast Regional Correctional Facility attempting to contact a person who he was prohibited from doing so by an abuse prevention order and then utilizing an intermediary to contact the same party on his behalf. After an investigation with substantial assistance from Department of Corrections officers and staff, Travis Johnson was cited for Violation of an Abuse Prevention Order (Felony). Johnson will answer the charge in Caledonia Superior Court on October 26, 2020 @ 10am.

Further investigation revealed Travis Johnson had been at that location in violation of a 24 hour curfew. On September 25, 2020, Johnson was later located at the Northeast Regional Correctional Facility where he was incarcerated for a separate matter and was served a citation for 1 count of Violation of Conditions of Release. Johnson will answer the charge in Caledonia Superior Court on October 26, 2020 @ 10am.

Brink (23), was found to have an active felony warrant out of Essex County, Vermont. [EXPUNGED] & Brink were arrested and brought to the police department. [EXPUNGED] was released on a citation to answer the charge of DLS Criminal Due to DUI on December 21, 2020 @ 10:00 in Caledonia Superior Court. Brink was lodged at the Northeast Regional Correctional Facility on $250 bail.

Santo will appear in Caledonia County superior Court today to answer the charge.

A bystander, Courtney Ann Bartlett, was found to have an active arrest warrant out of Rutland County and taken into custody by Cpl. Hartwell. Garrett was arrested and brought to the police department where he was given a citation for aggravated assault and lodged at Northeastern Regional Correctional Facility per St. Johnsbury Probation & Parole. Garrett will face the charge on December 7, 2020 @ 10:00 in Caledonia Superior Court. Bartlett was released on a citation for her case for September 14, 2020 @ 12:30pm in Rutland Superior Court.
