The St. Johnsbury Police Department was notified by the Federal Bureau of Investigation that Mr. Kevin Greene (30) had applied to transfer a firearm from an area merchant on July 22, 2021. Further investigation revealed that he picked up said firearm on July 28, 2021. Record checks revealed that Greene is on a 24 hour curfew with exceptions for only for employment, medical treatment, court and attorney appointments. Greene is also under information in 2 pending felony cases. The firearm was seized, Greene was arrested. Greene was flash cited into Caledonia Superior Court to answer the charges of Violation of Conditions of Release as to curfew (x2) on July 29, 2021 at 12:30pm.

Carle (24) of St. Johnsbury, VT was located and issued a citation for Furnishing Alcohol to a Minor. Carle will respond to the citation in Caledonia Superior Court on September 27, 2021 at 0830 hours.

SUMMARY OF INCIDENT:

In May of 2021, the St. Johnsbury Police Department received a report from a Department of Corrections Intelligence Officer that an inmate at the Northeast Regional Correctional Facility was making suspicious communications on a jail issued tablet. A joint investigation revealed that Jack C. Granger III had sent messages to Kyra Carey soliciting her or others to make false statements in a court hearing in support of his proposed release. A court motion hearing was held in the matter on July 1, 2021 and Carey made false statements under oath. Granger was located at the correctional facility and issued a flash citation into Caledonia Superior Court for July 28, 2021 at 12:30pm. The whereabouts of Carey are unknown and an arrest warrant will be requested from the Honorable Court.

The St. Johnsbury Police Department received a complaint of a man causing a disturbance during a showing of Space Jam 2. The caller reported a man was intoxicated, swearing, publicly urinating outside the theater and coming back into the theater with his pants unassembled. Patrol officers found Mr. Pelkey passed out in a chair in the theater. Pelkey was removed from the property and arrested. The 9 year old daughter he was caring for was brought back to the police station and released to her grandmother. Mr. Pelkey was screened by human services and released to a sober adult after being cited for the above crimes. Pelkey will answer the citation in Caledonia Superior Court on September 13, 2021 at 0830.

On the above date and time, a St. Johnsbury Police Department patrol officer observed a motor vehicle violation on Memorial Drive. The vehicle was stopped on Breezy Hill Road. The operator, Benjamin Cole, was found to be driving on a license that was criminally suspended due to DUI. Cole was arrested. A homeless passenger in the vehicle, Craig Watkins, attempted to impersonate a family member in order to hide the fact that he was the subject of a warrant out of the State of Georgia. Further investigation revealed the warrant was non-extraditable. Watkins was arrested for Identity Theft and False Reports to Law Enforcement. Both were brought back to the police department and eventually released on citation. Cole was cited into Caledonia Superior Court on October 18, 2021 at 0830, Watkins was cited for September 27, 2021 at 0830 hours. The vehicle was towed away.

On the above date and time, a St. Johnsbury Police Department patrol officer observed motor vehicle violations on a pickup truck on Railroad Street. The truck was stopped on Summer Street. The operator, John Pinto (37) was screened and found to be displaying indicators of impairment due to drugs. Further investigation revealed the truck was stolen earlier that day and reported as such by Vermont State Police-Royalton. The vehicle was seized and towed. Pinto was arrested. A DRE exam was conducted with the assistance of the Vermont State Police and an evidentiary blood draw obtained. Pinto was eventually released on citation to Caledonia Superior Court in regards to this matter for October 4, 2021 at 0830 hours.

SUMMARY OF INCIDENT:

On the above date and time, a St. Johnsbury Police Department patrol officer observed a motor vehicle violation on Memorial Drive near St. John Street. The vehicle was stopped on Hastings Hill and it was determined the operator was driving on a license that was under criminal suspension. Alexander Sargent was placed under arrest and later released on citation from the police station. Due to the situation, 2 containers found in Sargents possession were seized and search warrants applied for from the Honorable Court. After the warrants were granted, the items were searched on July 9th, 2021. Approximately 2.5 grams of suspected fentanyl powder in a bulk package was found, along with 2 bundles of suspected fentanyl powder found packaged in wax paper baggies for individual usage or sale. In addition, a suspected crack cocaine rock weighing about .7 grams was seized. Sargent will answer the charges in this matter in Caledonia Superior Court on September 20, 2021 at 0830 hours.

On the above date and time, the St. Johnsbury Police Department received a complaint about a disturbance in front of the Fairbanks Inn. Responding officers investigated. It was determined that the dispute stemmed from a guest of the Fairbanks Inn requesting a 13 year old girl to show him her genitals. The juvenile fled and obtained help from family and friends. Rodrigue was located outside Maplefields and arrested for the above violations. Rodrigue was lodged overnight at the Northeast Regional Correctional Facility for detox purposes, trespassed from the Fairbanks Inn and issued a citation to Caledonia Superior Court in regards to this matter for August 9, 2021 at 0830 hours. Due to the nature of the complaint, victim information is being withheld.

SUMMARY OF INCIDENT:

The St. Johnsbury Police Department received multiple complaints of a street fight involving several people in the area of the Family Dollar and Horizons Deli. Responding officers identified four people who were involved in the fracas and citations were issued. All parties were cited into Caledonia Superior court to answer the matter on September 13, 2021 at 0830. The situation is still under investigation.

SUMMARY OF INCIDENT:

A St. Johnsbury Police Department patrol officer noticed a vehicle equipment violation on Mount Vernon Street. The vehicle was stopped on Mount Vernon Street near Deer Avenue. The operator, Eric Lawrence, was found to be driving on a license that was criminally suspended due to a DUI. Lawrence was arrested and brought to the police station. Lawrence was later released on citation to answer this matter in Caledonia Superior Court at 0830 on September 13, 2021.

SUMMARY OF INCIDENT:

The St. Johnsbury Police Department received a complaint of a man passed out behind the wheel in the parking lot of the Kingdom Krust. Upon arrival, responding officers found Alan Tanguay behind the wheel of a vehicle that was running. Tanguay was woken up by responding officers. A 1 year old baby was found in the back seat. Tanguay was screened and arrested for suspicion of DUI, Driving With a License that is Criminally Suspended due to DUI, Violation of Conditions of Release (4 counts) and Cruelty to a Child under 2 years old. Tanguay was later released to a sober adult. Tanguay was cited into Caledonia Superior Court to answer this matter on July 19, 2021 at 0830.

A St. Johnsbury Police Department patrol officer noticed Dylan Brink walking down River Road. Brink was the subject of an active felony arrest warrant (Forgery & Identity Theft) out of Essex County. Brink was arrested and lodged on the warrant at Northeast Regional Correctional Facility on $200 bail.

The St. Johnsbury Police Department received a complaint from the Vermont Sex Offender Registry that a registrant who was listed as Homeless had not called in to report his location daily as required since June 10, 2021. After an investigation, Mr. Robertson-Haney was located and cited for the above violation. He will answer the case in Caledonia Superior court on August 23, 2021 @ 0830.
