On 04/01/2024 at approximately 2016 hours, I was on patrol traveling up Eastern Avenue when I observed Morgan Clark.  I am familiar with Clark through multiple police involvements and was aware of an active warrant for her arrest (warrant for aggravated domestic assault with weapon $1,000 bail.) I arrested Clark.  While being processed into the correctional facility Clark was searched and found to have items on her person, one that later field tested positive as fentanyl and another that field tested positive as Cocaine base (crack.)

SUMMARY OF INCIDENT: 

On 03/30/2024 at approximately 2115 hours, St. Johnsbury Police Officers were dispatched to the Whiskey Den as Emily Soskin was highly intoxicated and combative and refusing to leave despite being told multiple times.  It was later learned that Soskin had lunged at the bar owner.  Both I and Officer McKendrick Johnson made contact with Soskin.  Upon being detained Soskin assaulted both officers first by kicking one in the groin and later the other in the shin.  It should be noted that a later check of Soskins record showed prior arrests for assault on law enforcement.

Upon arrival, I located Stone and took her into custody. She was processed and taken to Northeast Correctional Complex.

SUMMARY OF INCIDENT: 

On 3/25/2024 at approximately 2021 hours, a female who was reportedly pregnant came into the St. Johnsbury Police Department.  This female had a highly visible and pronounce and painful looking black eye.  The female reported that Scott Mason had punched her multiple times in the face causing the black eye and did so in front of her 3 year old child.  Scott had a prior conviction for domestic assault making this 1st Degree Aggravated Domestic Assault. 

Scott  has 6 prior Felony convictions to include 2 convictions of Aggravated Assault,   a conviction of Depressant/Stimulant/Narcotic-Sale < 100x Dose, a conviction of Accessory Before the Fact (Assault & Robbery) and 2 felony convictions of Burglary make him eligible for Habitual offender  for this new offense. 

At this time Scott also had an active warrant out of Essex for 26 counts of Forgery – utter/publish an instrument (felony). 

I  searched and then located Scott who was operating a vehicle on Railroad Street.  I arrested Scott for 1st Degree Aggravated Domestic Assault and Habitual Offender and for the active warrant.  Judge Michael Kainen ordered Scott held without bail.  I later transported Scott to the Correctional facility.

SUMMARY OF INCIDENT:  ON March 13, 2024 officers of the St Johnsbury Police were dispatched to a reported disturbance on Jones Street.  While en-route, updated information revealed one of the parties to be Gabriel Stanzione, 20 of St Johnsbury.  As officers neared the scnee, Stanzione was seen on foot and fled briefly.  Stanzione was located on Oak Street moments later  and taken into custody for his three outstanding warrants for his arrest.  Stanzione was processed and taken to court on his three misdemeanor warrants and was released on conditions.
