On December 16, 2022, at about 1900 hours, St. Johnsbury Police Department patrol officers searched US 2 in response to complaint from a concerned citizen of a sedan driving the wrong way on US-2. A patrol officer located a vehicle traveling eastbound in the fast lane on the westbound side of US 2. The vehicle was stopped and contact made with the operator. The operator was issued a criminal citation into Caledonia Superior Court for the above charge (as well as four Vermont Civil Violation Complaints). Arraignment date was set at January 30, 2023 at 0830 hours. The vehicle was grounded and towed away by Caledonia Wrecker Company of Danville, VT.

On 12/16/2022 I was notified that William Garrett was in and out of the Champlain Store multiple times buying alcohol and that he appeared to be under the influence. The caller stated that Garrett was now walking home but was afraid he may fall into the road. I am familiar with Garrett and knew that he had active conditions to include not buy or possess or consuming alcohol. I located Garrett who on Caledonia Street walking towards his residence. Garrett smelled of intoxicants and had two 25 oz Natty Daddy cans. I arrested Garrett. Garrett was searched after being placed under arrest. Garrett was found to have 23 small baggies of Fentanyl. These baggies were marked with the Wanka symbol stamp from Charlie and the Chocolate factory and contained a bright purple powder similar to that found in the pixie stick candies. This powder field tested positive as fentanyl.

On December 9, 2022, at about 2303 hours, a St. Johnsbury Police Department patrol officer made contact with a suspicious vehicle in the parking lot of Dominos. A passenger in the vehicle, Robert Guest of Lyndon, was found to be out and about in violation of a court ordered curfew and also in possession of a regulated drug in violation of conditions of release. The operator of the vehicle, Teriq Moore, of Newark, NJ, was found to have given a false name to law enforcement officers in order to deflect the investigation away from the fact that he had operated the motor vehicle without a valid license (and with prior civil convictions for the same within the past 2 years). Both were arrested and cited into Caledonia Superior Court with an arraignment date of January 30, 2023 at 0830 hours.

The vehicle was stopped inside the south gate of the St. Johnsbury Academy by the athletic fields. Further investigation revealed the operator, Damian Emerson (22) showed signs of impairment. Emerson was arrested for suspicion of DUI Drugs (#1) and later released to a sober adult. Emerson was cited into Caledonia Superior Court with an arraignment of date of May 8, 2023 at 0830 hours. Emerson was also found to be the subject of an arrest warrant from Lamoille Superior Court and was cited into that court with an appearance date of December 14, 2022 at 1230 hours.

In speaking with the occupants of the vehicles it was found that an employee of Domino’s had posted on Social Media that he had spat in the food of one vehicle occupants. The employee later identified as Sincere Wilson was found to have active court conditions that included a court ordered curfew with no exception for employment at Domino’s. Wilson is also required by conditions to make his charges known and in speaking with the manager of the store that was not done. Wilson was cited to appear in Caledonia Court on 01/23/2023 to answer to the charge.

SUMMARY OF INCIDENT: On 12/01/2022, Officers were dispatched to a report of an individual dressed in all black attempting to break into a residence. Upon arrival, Officers did not observe the reported offense. Officers spoke with multiple witnesses who advised the individual was attempting to get into apartment #3 of 72 Maple Street. The landlord advised nobody was allowed to be in apartment #3, and the door was pad locked shut.

Officers, and VSP forced entry into the apartment and did not make contact with anyone inside. However there were signs of attempted forced entry, as there was a broken window on the porch door, and a metal tool used to cut through the same door. We were unable to get onto the porch, as the door was padlocked shut.

Officers were called back to the residence a short while later, as it was found Heather Smith was hiding out on the porch. Key holder of the apartment building found Smith hiding under furniture on the porch as he was attempting to re-secure the door to the apartment. Smith admitted to breaking the window and using a tool to cut through the door on the porch to get into the apartment. Smith was issued paperwork back in the beginning of November stating she abandoned the apartment, giving her no right or privilege to enter the apartment.

Smith was arrested for attempted Unlawful Trespass of an Occupied Dwelling, Unlawful Mischief and Having or Making Burglar's Tools. Smith was flash cited for the next business day.

On November 30, 2022, St. Johnsbury Police Department patrol officers observed a motor vehicle violation near the intersection of Main Street and Western Avenue. The vehicle was stopped on Western Avenue and the operator, Zebula Overton (41) was later arrested for suspicion of DUI due to displaying signs of impairment. Overton refused to provide an evidentiary breath sample. Overton was released to a sober adult and cited into Caledonia Superior Court with an arraignment date of December 19, 2022 at 0830 hours.

The warrant was on underlying charges of reckless endangerment and tampering with a fire alarm. Guptill was arrested and lodged at the Northeast Regional Correctional Facility on $200 bail.

SUMMARY OF INCIDENT: On 11/27/2022 at approximately 0143 hours, I was driving up Eastern Avenue when I heard a horn honk twice. I turned around and observed a red Ford Escape parked across from the Whiskey Den, on Eastern Avenue. The operator, later identified as Christopher Eastman, was slumped over the wheel. I got out and tapped on the window. There was no answer. I knocked multiple more times and still no answer. I opened the car door and nudged the Eastman with my flashlight. Eastman answered me with a mumble but would not answer any questions. Eastman refused to identify himself. I could smell a strong odor of alcohol emanating from the vehicle. Eastman's eyes were blood shot, and he was slurring his words. Eastman repeatedly refused to identify himself, or get out of the vehicle. We removed Eastman from the vehicle, where he again resisted to get into handcuffs. Eastman was transported to the PD and put through the Standard Field Sobriety Tests. Eastman was arrested for Suspicion of DUI and Driver's License Suspended.

I placed Jennifer under arrest, brought her to the Police Department for Processing, and transported her to NERCF.
