SUMMARY OF INCIDENT:

On January 27, 2021, the St. Johnsbury Police Department received a complaint that Joseph M. Ellis was abusing a person who was protected from abuse from by a Final Order for Relief From Abuse. An investigation revealed that Ellis called Tacalia Mosier about 75 times within a one hour period and sent her profanity laden text messages containing (among other things) threats to show up at her residence and claiming to be outside her house. Ellis was arrested. Ellis was given conditions of release by the Honorable Court and flash cited to Caledonia Superior Court for arraignment on January 28, 2021 at 12:30PM.

After apprehension, Moore was arrested for the offense of Fugitive from Justice and brought before the Honorable Court where he was ordered held at Northeast Regional Correctional Facility on $7500 bail pending extradition back to New Jersey.

He was released from the police department on a citation for the same into Caledonia Superior Court with a date of August 2, 2021 at 1000 hours. This incident will be under further investigation.

On the above date & time, the St. Johnsbury Police Department received a complaint about 2 suspicious people apparently “shooting up” in a vehicle parked outside 139 Central Street. Responding officers found reason to believe that at least one wanted person was inside the adjacent residence. Dylan Laramee had a Department of Corrections Commissioner’s Warrant for being on escape status from furlough and was found hiding underneath a piece of corkboard in a closet. Laramee physically resisted arrest and was observed to try and dispose of a substance that later field tested presumptively positive for the chemical properties of fentanyl. Brink was found hiding in an abandoned apartment attached to the building. Both were lodged at the Northeast Regional Correctional Facility. Laramee was also issued a criminal citation into Caledonia Superior Court for the above charges. His court date will be August 16, 2021 @ 1000 hours.

On 12/30/2020 at approximately 1741 hours, A male walked into Horizons Deli on Railroad Street in St Johnsbury. The male was wearing a long black jacket, tan-colored ski pants, and a Vietnam Veteran hat. The male walked to the back of the store, grabbed a "tall boy" of Four Loko Sour Apple, and a 12-pack of Natural Ice; then he walked to the cash register and when asked to present his ID, the male told the cashier that he was a Navy Seal and didn't need to show his ID and proceeded to leave the store with the alcohol. On 01/07/2021, Officers responded to a house on Pleasant Street, while handling the situation, I noticed the male, identified as Kasey Giorgio, was wearing tan-colored ski pants, and his facial features matched the male I had seen on the security camera from Horizons Deli. I proceeded into the room that Giorgio was in, and noticed the long black jacket laying on a pile of things. While talking with Giorgio he declared that he was a Navy Seal. Giorgio was arrested for Retail Theft.

Rich, [EXPUNGED]. Rich was also found to be in possession of a small jar containing a white powdery residue substance which field tested positive for the chemical properties of cocaine. Another passenger in the vehicle, Kevin Reynolds, was arrested by Ofc. Guyer in a separate matter. Rich was arrested and cited into Caledonia Superior Court with a court date of March 15, 2021 @ 1000. The vehicle was seized and the investigation continues.

On the above date & time, a St. Johnsbury Police Department patrol officer observed a suspicious vehicle having difficulty in the snow at the rail trail parking lot off South Main Street. Contact was made with the operator and occupants, when it was determined that a passenger, Jonathan Fuller, had an active felony warrant for heroin possession. Fuller then fled the scene on foot towards the town wastewater treatment facility and through the adjacent woods along Bay Street while being pursued by St. Johnsbury police officers. Vermont State police quickly provided assistance. After a brief scuffle near 501 Bay Street, Fuller was soon arrested by Cpl. Hartwell with the help of responding troopers. Fuller was lodged at the Northeast Regional Correctional Facility on $500 bail for the warrant and cited for the other crimes into Caledonia Superior Court for March 8, 2021 at 1000.
