The operator, Delvina Driscoll of Lyndonville, VT, displayed signs of impairment by alcohol. Driscoll was arrested for suspicion of DUI #1 and released to the custody of a sober adult. On 01/02/2023. Officers received a phone call from a concerned citizen reporting erratic operation on Railroad St, in the Town of St Johnsbury. I made contact with the vehicle driving up Main St by the St Johnsbury Academy athletic fields. I observed the vehicle veer to the right and almost strike the guard rail. I conducted a motor vehicle stop, and identified Jason Larrabee as the operator.

Larrabee showed many indicators he was under the influence of intoxicating drugs. Larrabee did the Standard Field Sobriety Tests and subsequently arrested on the suspicion of DUI Drugs, Negligent Operation, and DUI second or subsequent offense (#6).

On 01/04/2023, Officers were dispatched to a reported sexual harassment incident. Upon arrival, Shari-Jo Perkins advised she was sexually touched by Tristan Garcia, against her will, at the Horizon's Deli, and told him to stop many times.

In review of surveillance footage and gaining statements from witnesses, I found Perkins to not be truthful in her report.

Perkins was successful and granted two court orders against Garcia, claiming the touching was unwanted.

On 02/19/2023, I was able to make contact with Perkins. I questioned Perkins about the incident and informed her of my findings. After a short interview, Perkins confessed to lying to me and the court on three different occasions about the incident.

Perkins was cited into Caledonia Court.

On 02/08/2023, I was dispatched to a report of Natasha Long using 2 counterfeit $20 bills at the Family Dollar. Long did not get change for the bills, or get away with the item she was trying to buy. Long left the store before my arrival. I reviewed the camera footage and confirmed it was Long. I secured the counterfeit bills and on them it said in large letters, "FOR MOTION PICTURE USE ONLY."

On 02/09/2023, Long came to the police department to speak with me. Following my investigation, I arrested Long for the above mentioned offenses. Long was cited for 03/20/2023 at 0830 hours.

Located as passengers in the van were Wade Whitehouse who was found to be the subject of an active arrest warrant and who was also out and about in violation of an active court ordered curfew, as well as Amber Labrecque who was also found to be wanted on a an active arrest warrant for assault and aggravated disorderly conduct. Both were arrested and lodged at Northeast Regional Correctional Facility on $200 bail. Whitehouse was also cited for the new curfew violation into Caledonia Superior Court with an arraignment date of February 27, 2023 at 0830 hours.

SUMMARY OF INCIDENT:

On 02-01-23 at approximately 1625 hours Lt Bickford observed a female who he knows to be Ariya Sweeney exit a residence on Main Street in St Johnsbury. Lt Bickford had recently learned that Sweeney, DOB: 02-27-02 had an active warrant issued out of Caledonia County for her arrest on a failure to appear for an underlying Petit Larceny charge. The warrant was signed by Judge Jiron on 01-31-23.

Officer Jasmine Hendry made contact with Sweeney on Main Street. Sweeney was advised by Officer Hendry that she had an active warrant issued for her and she was under arrest. Sweeney failed to comply and took leg bail running in the direction of Prospect Street. Officer Hendry pursued Sweeney on foot. Lt Bickford made contact with Sweeney as she ran/exited onto Thaddeus lane near All About Flowers. Lt Bickford joined in the foot pursuit of Sweeney and she was subsequently taken into custody by Lt Bickford near Palmer Brothers on Eastern Avenue.

Sweeney was transported back to the police station where she was fingerprinted and photographed. Once completed she was transported to the NERCF where she was lodged on $200 dollars bail per the warrant. She is scheduled to be arraigned at 12:30 on 02-02-2023.

On January 31, 2023 at about 2103 hours, St. Johnsbury Police Department patrol officers received a phone complaint from a man concerned about the welfare of a person living at an apartment in the Republican Block. Responding patrol officers located Jonathan Stuart hiding inside the female occupants closet. Stuart was out in about in violation of a 24 hour curfew at a location in East St. Johnsbury, VT, not in the custody of his court approved custodian, and was required by court ordered conditions of release to not have contact with the woman whose closet he was concealing himself in. Stuart was arrested and brought back to the police department. Stuart was issued further conditions of release by the Honorable Court and he was returned to the aforementioned court ordered custodian. Stuart will appear in Caledonia Superior Court in regards to this matter on February 1, 2023 at 12:30pm.
