SUMMARY OF INCIDENT:

On July 01, 2022 at 1040 hours, the St. Johnsbury Police Department received a complaint that a person had stolen a cell phone from a vulnerable adult and used it to reduce the victim’s bank account balance to 19 cents. The victim reported this after finding only 19 cents left in his bank account when he went to access his monthly social security/disability payment to pay his rent. On July 14, 2022 at about 1800 hours, Justin Maloney was later located at the Northeast Regional Correctional Facility where he had been lodged on an unrelated matter. Maloney was cited and will face arraignment in this case with a date of September 26, 2022 at 0830 hours.

SUMMARY OF INCIDENT: On July23, 2022 the St Johnsbury Police received a report of a stolen wallet and subsequent uses of a credit card from that wallet. The investigation led to a pair of convenience stores and a grocery store in St Johnsbury. A review of surveillance video and bank records led to the arrest of Kimberly S. Kelly, 53 of Lyndonville Identity Theft, Fraudulent use of a credit card and Petit Larceny. Also charged was Scott Lapoint, 58 of Lyndonville for the same charges. Both were cited to appear on September 12, 2022 to answer the charges.

A St. Johnsbury Police Department patrol officer observed the vehicle on Hastings Hill and stopped it. Further investigation revealed the operator was displaying signs of impairment by a substance other than alcohol. Valerie Lyon was arrested for suspicion of DUI #1 (Drugs). A Drug Recognition Expert evaluation was obtained with assistance from the Vermont State Police and an evidentiary blood draw occurred. Lyon was cited into Caledonia Superior Court with an arraignment date of October 17, 2022 at 0830 hours. The vehicle in question was hauled away by B&B Towing of Lyndonville.

In addition, he was in violation of active court ordered conditions of release to not drive a motor vehicle and not to consume or possess a regulated drug. A passenger in the vehicle, Makenzie Laverty (27) of Bloomfield, VT, was found to be out and about in violation of a 24 hour curfew and in violation of conditions to not possess or consume alcohol. Cates was arrested. Laventy was cited on scene. Both parties will be arraigned in regards to this case on September 26, 2022 at 0830 in Caledonia Superior Court.

On 07-16-22 at approximately 1312 hours Lt Mark Bickford of the St Johnsbury Police Department responded to 1658 Main Street in an attempt to serve a TRO. While speaking to a male inside the residence who was identified as Jude Mischke he was found to have violated his conditions of release when he admitted to consuming alcohol.

Mischke, DOB: 01-01-69 was subsequently taken into custody without incident by Lt Bickford for the VCOR after it was confirmed that he still had a set of active conditions restricting him from possessing, consuming or buying alcohol. He was transported to the PD for processing. Once completed Mischke was released on a citation to appear in court on 09-12-22 at 0830 hours during which time he will answer to the charge.

On 07-15-22 at approximately 0755 hours Lt Mark Bickford of the SJPD was conducting roving vehicle patrol on Railroad Street when he observed a female who he knew to be Deborah Clark walking near Walgreens. Lt Bickford had recently learned that Clark, DOB: 08-13-59 had an active warrant issued for her arrest for a FTA for an underlying charge for the sale of Fentanyl/Cocaine. Clark was subsequently taken into custody by Lt Bickford without incident. Clark was transported to the Police Department where her fingerprints and photographs were taken. Once completed Clark was transported to the NERCF where she was lodged on the warrant.

On July 15, 2022 at 0022 hours, a St. Johnsbury Police Department patrol officer was at a residence on 73 Cote Court investigating a complaint that originated elsewhere in town. The officer made contact with Trent Demers, transient out of Lyndon, VT, who was present at that address in violation of a court ordered curfew which required him to be at a location in Lyndon, VT between 1930 and 0430 hours. Demers was cited into Caledonia County Superior Court with an arraignment date of September 26, 2022 at 0830 hours.

On July 1, 2022 at 2002 hours, the St. Johnsbury Police Department received a complaint of a disturbance outside 170 Pearl Street. Further investigation revealed that Ashley Lee was at that location in violation of her court ordered conditions of release as to curfew. An investigation determined that the disturbance was centered around a forged check that Ashley Lee had passed to James DeWolfe which was drawn on a closed account of Andrea Poginy’s. Lee was arrested and flash cited into Caledonia Superior Court in regards to this incident with an arraignment date of July 5, 2022 at 12:30pm.

On July 3, 2022 at 1944 hours, a St. Johnsbury Police Department patrol officer observed a motor vehicle violation on Memorial Drive. The vehicle was stopped. Further investigation revealed that the operator, William Morin of Brooklyn, CT, displayed signs of alcohol impairment. A three year old child was located in the vehicle. Morin was arrested and later released to the custody of a sober adult. Morin was released from the St. Johnsbury Police Department on a citation into Caledonia Superior Court with an arraignment date of July 18, 2022 at 0830 hours.

SUMMARY OF INCIDENT:

On July 4, 2022 at 0002 hours, a St. Johnsbury Police Department patrol officer observed a motor vehicle violation on Western Avenue. The vehicle was stopped. Further investigation revealed that the operator, Christopher Landry, displayed signs of impairment by a substance other than alcohol. Landry was arrested for suspicion of DUI #1 (Drugs). A Drug Recognition Expert evaluation was obtained with the assistance of the Vermont State Police. An evidentiary blood draw was obtained. Landry was released to the custody of a sober adult and will be arraigned on this matter in Caledonia Superior Court on September 26, 2022 at 0830 hours.

William Garrett was later located. Garrett was flash cited into Caledonia Superior Court with an arraignment date of July 6, 2022 at 1230 hours to answer this case.
