SUMMARY OF INCIDENT:

Lieutenant Mark Bickford and I were dispatched to 85 US Route 2 W, at MapleFields for a report that two individuals were slumped over in a car. The driver was later identified by Vermont Driver ID as Dana Patten.

Dispatch advised me that Patten was Criminal DLS, Patten was asked to step out of the vehicle. Upon search incident to arrest Patten stated, “You’re going to find some stuff in this pocket." I asked if it was going to be the right front pocket and Patten stated, "Yeah." I asked Patten if it was paraphernalia or drugs he stated, "Drugs." When searching Patten's right front pocket I pulled out 5 bundles of white wax bags held together by a rubber band. In Patten's left front pocket I pulled out three more bundles of white wax bags rubber banded together along with a wad of cash later counted to be 828.92 dollars in large bills. The total number of wax bags seized was 80 bags measuring approximately 1.66 grams. At the Office the substance in the white wax bags tested positive for Fentanyl. Patten was brought to the Police Department where he was fingerprinted, photographed and cited. Patten will face arraignment in this matter on June 5, 2023 at 0830 hours in Caledonia Superior Court.

SUMMARY OF INCIDENT: On 04/21/2023 at approximately 0041 hours, I was turning around at the intersection with Railroad St and Old Center Rd, when a white Subaru Impreza, bearing VT reg EHM935 passed me. Earlier in the shift, Ofc Robert Gerrish and I took a report of a white Impreza being involved with a theft from vehicle. A check with dispatch showed the registered owner's driver's license was expired.

I activated my blue lights on Hastings Hill, by the Gold Crown Lanes, and the vehicle continued driving. The vehicle turned right onto Mt Pleasant St and I radioed to dispatch I was attempting to stop the vehicle. The vehicle pulled over on Mt Pleasant St once Ofc Gerrish approached from the other direction with his blue lights on. Upon approach of the vehicle, the operator, Cheyenne Spreadbury, had a criminally suspended license and it was also expired. Spreadbury had a prior No License ticket from 2022, making it now a criminal violation for License Required. While searching incident to arrest, I found folded up piece of tinfoil in her pants pocket. Spreadbury gave consent to search the tinfoil and inside I found a white rock-like substance, similar to crack. The rock-like substance has been sent to the Vermont Forensics Laboratory for further testing.

Spreadbury was processed and released with a citation.

On April 7, 2023 at about 1738 hours, a St. Johnsbury Police Department patrol officer stopped a motor vehicle for a motor vehicle violation near Old Center Road and Memorial Drive. The operator and a passenger in the vehicle were found to be impersonating other people who were not present. The operator, Patrick Debonville (27) of Island Pond, was found to be the subject of an arrest warrant from the Vermont Parole Board with nationwide extradition (underlying original charges of Aggravated Assault, Reckless Endangerment, Burglary, Simple Assault, Depressant / Stimulant / Narcotic Possession, Vehicle Operation – Gross Negligence, Vehicle Operation – Careless or Negligent, Transportation of Alcohol or Drugs into a Detention Center and Unlawful Mischief). The passenger, Jason Degreenia (44) of Brownington, VT, was found to be the subject of a Return on Mittimus Warrant from the Department of Corrections, Newport Probation & Parole office for 15 days jail time owed due to being on missing/absconder status. Debonville and Degreenia were arrested and brought to the St. Johnsbury Police Department. The vehicle was hauled away by a tow truck from Grenier’s towing. Both parties were issued citations for the violations of Identity Theft & False Information to a Police Officer with arraignment dates in Caledonia Superior Court of June 12, 2023 at 0830 hours and lodged at the Northeast Regional Correctional Facility on their respective warrants.

Chase was showing 4 active warrants out of NH and one was extraditable, the reason why he provided a false name and date of birth.

Officers believed Tetrault provided a false name but were unable to prove it roadside. After further investigation, we were able to identify the male as Chase and not "Chris."

Ofc Gerrish located the male in a vehicle at approximately 0440 hours on Railroad St. Tetrault was arrested for False Info to Police and Identity Theft.

Ofc Gerrish arrested Tetrault for Fugitive From Justice under another case number.

No money was accessed or taken from the machine.
