On August 28, 2022 at about 2120 hours, a St. Johnsbury Police Department patrol officer observed a motor vehicle violation on Memorial Drive. The vehicle was stopped. The operator, Jeffrey Davis-Parfait of Meriden, CT, displayed signs of impairment by a substance other than alcohol. Davis-Parfait was arrested for suspicion of DUI – Drugs (#1). A Drug Recognition Expert evaluation was obtained with the assistance of the Vermont State Police and an evidentiary blood draw taken. Davis-Parfait was cited for the case into Caledonia Superior Court on December 12, 2022 at 0830 hours. Davis-Parfait was brought to the Northeast Regional Correctional Facility for detoxification.

SUMMARY OF INCIDENT:

On August 27, 2022 at about 1645 hours, pursuant to a search warrant obtained by Cpl. Hartwell fromthe Honorable Court in regards to an active investigation, a residence at 35 Washington Avenue was searched by St. Johnsbury Police Officers. Located in the residence was Michael PauPaw of Far Rockaway, NY, who was found to have an active $20,000 arrest warrant out of Windsor County Superior Court (original case investigated by the Hartford, Vermont police) for Heroin Trafficking, Cocaine Trafficking and False Information to a Law Enforcement Officer. PauPaw was also found to have a significant quantity of white powdery rocklike substance secreted on his person, specifically it was found associated with his testicular region. The substance later field tested presumptively positive for the chemical properties of cocaine base with an approximate weight of 1 ounce. PauPaw was lodged at the Northeast Regional Correctional Facility on the warrant with bail set at $20,000 and flash cited into Caledonia Superior Court with an arraignment date of August 29, 2022 at 12:30pm.

Lee was also the subject of an arrest warrant out of Windham Superior Court for an incident investigated by the Dover Police Department. Lee was flash cited in this case for arraignment in Caledonia Superior Court on August 25, 2022 at 1230pm and lodged at Northeast Regional Correctional Facility on $200 bail for the warrant.

Lt Bickford recognized the female as Colleen Rodriguez, DOB: 01-25-89.

Lt Bickford believed her to have active warrants for her arrest. Dispatch was able to confirm that she had (2) active warrants each having a $200 bail imposed. Lt Bickford made contact with Rodriguez on Cherry Street and subsequently took her into custody without incident. Rodriguez was transported to the PD where she was processed on the (2) active warrants and upon completion she was taken to the NERCF where she was lodged.

On July 30, 2022 at 1957 hours, the St. Johnsbury Police Department received a complaint about a street disturbance on Cherry Street. Responding officers investigated and later arrested David Hackett for violation of conditions of release as he was found to have behaved in a tumultuous or threatening manner against active court ordered conditions of release. Hackett was also found to have possessed 2 knives, also against conditions of release preventing him from having dangerous weapons. Hackett will face arraignment in this matter in Caledonia Superior Court on October 3, 2022 at 0830 hours.

SUMMARY OF INCIDENT:

On July 31, 2022 at 0214 hours, a St. Johnsbury Police Department patrol officer observed multiple motor vehicle violations on a vehicle on Railroad Street. The officer attempted to stop the vehicle, however, the vehicle continued without heeding the blue lights and siren. Due to the risk posed to the public by the motorist’s operation and suspected impairment, patrol officers pursued this operator. The operator continued onto Memorial Drive, Hospital Hill, Breezy Hill Road, Pleasant Street, Concord Avenue, Portland Street and US Route 2 before finally being stopped in East St. Johnsbury, VT on US-2 East between the intersection with Route 18 and East Village Road. The operator was determined to be a 15 year old juvenile who was arrested for the above delinquent acts. After processing, the juvenile was released to a sober family member. The juvenile was cited into Caledonia Family Court. The car was hauled away by B&B towing of Lyndonville, VT. The St. Johnsbury Police Department was assisted in this matter after the vehicle was stopped by the Vermont State Police and the St. Johnsbury Fire Department. The operator was also issued several Vermont Civil Violation Complaints totaling approximately $2,870 in waiver fines.

On August 1, 2022 at 2205 hours, a St. Johnsbury Police Department patrol officer stopped a vehicle on Main Street to investigate a motor vehicle violation. The operator, Andrew Brown, was found to be operating a motor vehicle on a license that was under lifetime suspension for prior DUI actions. In addition, further investigation demonstrated that Brown displayed signs of impairment by alcohol. Brown was arrested for suspicion of DUI #4 and Criminal DLS due to DUI #2. Brown was processed at the police station and later lodged at the Northeast Regional Correctional Facility on a parole violation at the request of St. Johnsbury Probation & Parole. Brown will face arraignment in this matter on August 22, 2022 at 0830 hours in Caledonia Superior Court. The vehicle passenger and registered owner, Jessi-Lynn Granger, was cited for Permitting an Impaired Person to Operate a Motor Vehicle and was cited into Caledonia Superior Court for an arraignment date of October 17, 2022 at 0830 hours. The car was hauled away by B&B Towing of Lyndonville.
