On June 22, 2022 at about 1745 hours, an investigation determined that Mark Savary and Deborah Clark had been living together at the Fairbanks Inn since about May 31, 2022 in an Economic Services funded hotel room. Both have conditions of release forbidding them from contacting each other. Savary was also found to have violated conditions of release requiring him to be on nightly curfew at an address in Kirby, Vermont as well as to avoid regulated drugs without a prescription. Both were arrested. Savary was lodged at the Northeast Regional Correctional Facility on $200 bail. Clark was flash cited into Caledonia Superior Court with an arraignment date of June 23, 2022 at 1230 hours.

On 06-18-22 at approximately 0906 hours Lt Mark Bickford of the St Johnsbury Police Department was conducting roving vehicle patrol within the village of St Johnsbury when he observed a vehicle on Bagley Street that was being operated by a male who he immediately recognized as [EXPUNGED]. Lt Bickford had recently learned that [EXPUNGED] was under criminal suspension in VT for a prior DUI offense. Lt Bickford made contact with [EXPUNGED] who was operating a gray 2015 Toyota Corolla at the intersection of Maple Street and North Avenue. While conducting his investigation Lt Bickford learned that [EXPUNGED] had active conditions of release that had been imposed on him in April of 2022 restricting him from operating a motor vehicle. Vieira was taken into custody by Lt Bickford and transported to the PD for processing. Once completed he was released on a citation to appear in court on 08-08-22 at 0830 during which time he will answer to the charge of DLS and VCOR.

During the course of his investigation Lt Bickford was able to identify the accused as Kimberly Kelley. Kelley was captured on video while inside the White Market on the morning of 04-30-22 taking numerous items and leaving the store without paying for them. Kelley was later located and arrested for the offense of Retail Theft. She was issued a citation to appear in Caledonia Court during which time she will answer to her charge.

SUMMARY OF INCIDENT:

On June 8, 2022 at about 1911 hours, a St. Johnsbury Police Department patrol officer observed a motor vehicle violation on Pleasant Street near the intersection of St. John Street. The vehicle was stopped on Union Street. An unknown female took leg bail. The operator, Wade Whitehouse (39) of Marshfield, VT, was found to be operating a vehicle with a license that was under lifetime criminal suspension for prior DUI actions. Further investigation revealed that Whitehouse displayed signs of impairment by a substance other than alcohol. Whitehouse was also found to be in possession of a depressant, stimulant or narcotic drug. Whitehouse was arrested for the above violations. A Drug Recognition Expert was consulted with the assistance of the Vermont State Police Derby Barracks. An evidentiary blood draw was obtained. Whitehouse was released to the custody of a sober adult. Whitehouse will be arraigned in this matter in Caledonia Superior Court on August 29, 2022 at 0830 hours. MacKay’s towing was called to haul away the car in question.

On June 5, 2022 at about 1948 hours, a St. Johnsbury Police Department patrol officer observed a suspicious female passenger inside a vehicle on Portland Street. The female was recognized to be Cindy Crooks, who was known to have 2 active warrants (Warrant 1: Fentanyl Trafficking (Felony), Depressant Stimulant and Narcotic Possession (misdemeanor) and False Information to Law Enforcement (misdemeanor) and Warrant 2: Criminal DLS #1 due to DUI (misdemeanor)). Crooks exited the vehicle in question and fled the police officer in a foot pursuit from the Union Bank parking lot down Elm Street and into a wooded area behind the House of Pizza where she was arrested and taken into custody. Further investigation found Crooks to be in possession of a suspected regulated depressant, stimulant or narcotic drug which was seized. Crooks was held at the Northeast Regional Correctional Facility on $1,000 cash or surety bail. She was also issued another citation regarding the regulated drug into Caledonia Superior Court with an arraignment date of September 26, 2022 at 0830 hours.

During the report, security footage of the suspect was provided showing a male in a dark tee shirt, dark jeans with dark hair and facial hair stealing the package at 0518 hours in the morning. On May 31, 2022 officers arrested Jeremy Bathalon, 33 of St Johnsbury on outstanding warrants. Once at the police department, Bathalon was identified as the suspect in the video form the Pearl Street residence. Bathalon was issued a citation to appear on July 25, 2022 to answer the charge, and was lodged on his outstanding warrants for lack of bail.

Summary of Incident

On 05-31-2022 at approximately 1000 hours Lt Mark Bickford of the St Johnsbury PD was conducting roving patrol when he observed a male walking along Federal Street. Lt Bickford upon driving past this male immediately recognized him as Jeremy Bathalon. A check with dispatch confirmed that Bathalon currently had two active warrants for his arrest. Lt Bickford made contact with Bathalon, DOB: 12-21-88 at 204 Eastern Avenue and subsequently took him into custody without incident. Bathalon was transported to the PD where his fingerprints and photographs were taken. Bathalon was later taken to court where he was arranged on his two warrants.
