Burns was later seen operating her motor vehicle down High St, and parked it in a private driveway. Burns was put through the Standard Field Sobriety Tests and subsequently arrested on the Suspicion of Driving Under the Influence of a Substance other than Alcohol or Combination of the Two.

I was dispatched to 53 Elm Street for a report that someone left a young child unattended in a vehicle. Upon arrival I saw a vehicle matching the description with a child in the back seat and who I recognize to be Benjamin Heath in the driver seat. After telling Heath multiple times to stop, and provide his license, registration, and proof of insurance Heath proceeded to drive off. After not being able to locate Heath I spoke with an individual that had camera footage of Heath leaving the vehicle unintended with the child inside. It was later found that Heath is Criminal DLS. After contacting and speaking with Heath, he denied such actions. Heath was finger printed, photographed, and released on a citation to appear on May 22, 2023 at 0830 hours at Caledonia Superior Court.

The operator, Derek Wentworth, displayed signs of impairment by alcohol. After an investigation, Wentworth was arrested for suspicion of DUI #1 and brought back to the police department wherein he refused to provide an evidentiary breath sample. Wentworth was released to a sober adult with a citation into Caledonia Superior Court and an arraignment date of April 3, 2023 at 0830 hours.

The vehicle was located and the roof rider, a 16 year old juvenile, was cited into Family Court for disorderly conduct and issued a Vermont Civil Violation Complaint for illegally clinging to a motor vehicle. The motorist in question was warned against allowing this type of behavior in the future.

A passenger in the vehicle operated by Allison Roslund, was found to be Janita Ledoux, a person who was the subject of a $200 arrest warrant out of Chittenden County and who was also found to be out and about in violation of a 24 hour curfew. Ledoux was arrested and lodged at the Northeast Regional Correctional Facility and also flash cited for violation of conditions of release into Caledonia Superior Court with an arraignment date of March 13, 2023 at 12:30pm.

On 03/06/2023, I made contact with a running vehicle on Main St, in the Town of St Johnsbury, which had a handwritten license plate and was violating the night parking ban. The operator, Stephen Turcotte, was found to have an active arrest warrant for Failure to Appear, issued on 01/31/2023. Turcotte's privilege to operate a motor vehicle was criminally suspended, and he did not have an otherwise valid driver's license. Turcotte had a prior No License conviction within the past 2 years, making it now a criminal offense.

While searching Turcotte incident to arrest, I found 8 glassine baggies containing a white powder in his pocket. The white powder field tested positive for the chemical makeup of Fentanyl.

Turcotte was cited for 06/05/2023 into the Caledonia Court. Turcotte was transported to NECC for lodging on his arrest warrant.

SUMMARY OF INCIDENT:

On 01/24/2023, Officers responded to the Caledonian Record for a report of $1,800 in cash stolen from Cheryl Marcy's vehicle. Tacalia Mosier was named as a person of interest. Later it was brought to our attention Mosier had spent some of the money at Maplefields in St Johnsbury. After viewing surveillance footage from the Caledonian Record and Maplefields, I was able to observe similarities in the characteristics of the subject in both videos.

I spoke with other witnesses who advised Mosier was behind the theft. Then, I spoke with Mosier who claimed it was another person and subsequently provided additional false information to deflect my investigation. Mosier swore to her statement. I confronted Mosier about my observations on the security footage and how it did not match her statement. Mosier hung up the phone on me. Mosier dodged my other attempts to make contact with her, and other officers'.

On 03/01/2023, Mosier came into the police department for her citation for Grand Larceny and False Information to a Police Officer.

SUMMARY OF INCIDENT:

On 02/28/2023, Cpl Steven Hartwell conducted a motor vehicle stop on Hastings Hill. I identified Janita Ledoux as a passenger in the vehicle. Ledoux has an 24-hour curfew to be inside her residence in Lyndonville. Dispatch also advised Ledoux had an active cite and release warrant from Orleans County Court. Ledoux was issued two citations, one for 3/14/2023 in Orleans County for the warrant, and another for 3/20/2023 in Caledonia County for the curfew violation.
