On December 16, 2022, at about 1900 hours, St. Johnsbury Police Department patrol officers searched US 2 in response to complaint from a concerned citizen of a sedan driving the wrong way on US-2. A patrol officer located a vehicle traveling eastbound in the fast lane on the westbound side of US 2. The vehicle was stopped and contact made with the operator. The operator was issued a criminal citation into Caledonia Superior Court for the above charge (as well as four Vermont Civil Violation Complaints). Arraignment date was set at January 30, 2023 at 0830 hours. The vehicle was grounded and towed away by Caledonia Wrecker Company of Danville, VT.

On 12/16/2022 I was notified that William Garrett was in and out of the Champlain Store multiple times buying alcohol and that he appeared to be under the influence. The caller stated that Garrett was now walking home but was afraid he may fall into the road. I am familiar with Garrett and knew that he had active conditions to include not buy or possess or consuming alcohol. I located Garrett who on Caledonia Street walking towards his residence. Garrett smelled of intoxicants and had two 25 oz Natty Daddy cans. I arrested Garrett. Garrett was searched after being placed under arrest. Garrett was found to have 23 small baggies of Fentanyl. These baggies were marked with the Wanka symbol stamp from Charlie and the Chocolate factory and contained a bright purple powder similar to that found in the pixie stick candies. This powder field tested positive as fentanyl.

On December 9, 2022, at about 2303 hours, a St. Johnsbury Police Department patrol officer made contact with a suspicious vehicle in the parking lot of Dominos. A passenger in the vehicle, Robert Guest of Lyndon, was found to be out and about in violation of a court ordered curfew and also in possession of a regulated drug in violation of conditions of release. The operator of the vehicle, Teriq Moore, of Newark, NJ, was found to have given a false name to law enforcement officers in order to deflect the investigation away from the fact that he had operated the motor vehicle without a valid license (and with prior civil convictions for the same within the past 2 years). Both were arrested and cited into Caledonia Superior Court with an arraignment date of January 30, 2023 at 0830 hours.

The vehicle was stopped inside the south gate of the St. Johnsbury Academy by the athletic fields. Further investigation revealed the operator, Damian Emerson (22) showed signs of impairment. Emerson was arrested for suspicion of DUI Drugs (#1) and later released to a sober adult. Emerson was cited into Caledonia Superior Court with an arraignment of date of May 8, 2023 at 0830 hours. Emerson was also found to be the subject of an arrest warrant from Lamoille Superior Court and was cited into that court with an appearance date of December 14, 2022 at 1230 hours.

In speaking with the occupants of the vehicles it was found that an employee of Domino’s had posted on Social Media that he had spat in the food of one vehicle occupants. The employee later identified as Sincere Wilson was found to have active court conditions that included a court ordered curfew with no exception for employment at Domino’s. Wilson is also required by conditions to make his charges known and in speaking with the manager of the store that was not done. Wilson was cited to appear in Caledonia Court on 01/23/2023 to answer to the charge.

SUMMARY OF INCIDENT: On 12/01/2022, Officers were dispatched to a report of an individual dressed in all black attempting to break into a residence. Upon arrival, Officers did not observe the reported offense. Officers spoke with multiple witnesses who advised the individual was attempting to get into apartment #3 of 72 Maple Street. The landlord advised nobody was allowed to be in apartment #3, and the door was pad locked shut.

Officers, and VSP forced entry into the apartment and did not make contact with anyone inside. However there were signs of attempted forced entry, as there was a broken window on the porch door, and a metal tool used to cut through the same door. We were unable to get onto the porch, as the door was padlocked shut.

Officers were called back to the residence a short while later, as it was found Heather Smith was hiding out on the porch. Key holder of the apartment building found Smith hiding under furniture on the porch as he was attempting to re-secure the door to the apartment. Smith admitted to breaking the window and using a tool to cut through the door on the porch to get into the apartment. Smith was issued paperwork back in the beginning of November stating she abandoned the apartment, giving her no right or privilege to enter the apartment.

Smith was arrested for attempted Unlawful Trespass of an Occupied Dwelling, Unlawful Mischief and Having or Making Burglar's Tools. Smith was flash cited for the next business day.

I turned around and observed a red Ford Escape parked across from the Whiskey Den, on Eastern Avenue. The operator, later identified as Christopher Eastman, was slumped over the wheel. I got out and tapped on the window. There was no answer. I knocked multiple more times and still no answer. I opened the car door and nudged the Eastman with my flashlight. Eastman answered me with a mumble but would not answer any questions. Eastman refused to identify himself. I could smell a strong odor of alcohol emanating from the vehicle. Eastman's eyes were blood shot, and he was slurring his words. Eastman repeatedly refused to identify himself, or get out of the vehicle. We removed Eastman from the vehicle, where he again resisted to get into handcuffs. Eastman was transported to the PD and put through the Standard Field Sobriety Tests. Eastman was arrested for Suspicion of DUI and Driver's License Suspended.

SUMMARY OF INCIDENT: On 11/02/2022, Shannon Rainey was in operation of the motor vehicle used to escort Gary Bolton and M.B. to cut off catalytic converters in Barnet, VT and at Quality Mitsubishi, in St Johnsbury, VT. Rainey also lied about where the catalytic converters in the back of the vehicle came from, attempting to deflect my investigation. On 11/04/2022, Cpl Johnson arrested Rainey on my behalf.

Contact was made with the operator, Robert Guest, Jr, who was found to be operating a motor vehicle while under lifetime suspension due to past DUI actions. Guest subsequently took leg bail off into the brushy area between the railroad tracks behind Railroad Street and St. Mary’s Street. An exhaustive search of the surrounding area was made with the support of the Vermont State Police. Guest was later contacted via telephone and he turned himself into the police station on the afternoon of November 6, 2022. Guest will face arraignment in this matter on January 23, 2023 at 0830 hours in Caledonia Superior Court. Guest’s vehicle was hauled away by McKay’s Towing of Lunenberg, VT.

During the search warrant 260 bags of Fentanyl were recovered along with more than 2 ounces of marijuana. At that time, Smith was on release with conditions to not possess or use regulated drugs without a prescription. Following a motor vehicle stop on Saturday, November 5, 2022, Smith was taken into custody for the charges of Fentanyl Trafficking, Possession of more than 2 ounces of Marijuana and for violation of her conditions of release. Smith was lodged on 1000 dollars bail at the Northeast correctional Facility in St. Johnsbury and will appear on November 7, 2022 at 1230 hours to be arraigned on those charges.

Officers responded to the scene and conducted an investigation at that time as well as the following morning on November 1, 2022. No one was injured as a result of the reported activity. On October 23, 2022 at about 1857 hours, a patrol officer received a walk in complaint about Dylan Heywood being at a residence with a female he was prohibited from having contact with. The residence is located on the floor of a building Heywood is prohibited from being on. Officers made contact with Heywood and advised him he was under arrest. Heywood resisted arrest by producing a folding knife and stating he would not go anywhere. Heywood was then taken into custody. Heywood was also found to have been consuming alcohol in contravention of other conditions of release. Heywood was admitted to Northeastern Vermont Regional Hospital for evaluation. Heywood was flash cited into Caledonia Superior court with an arraignment date of October 24, 2022 at 1230 hours.

Betournay was cited for the above violations into Caledonia Superior Court with an arraignment date of October 24, 2022 at 0830 hours. Betournay was later held for detoxification at the Northeast Regional Correctional Facility.

SUMMARY OF INCIDENT:

On 09-13-2022 at approximately 0606 hours Lt Mark Bickford of the SJPD was working for the village of St Johnsbury, VT when he responded to the vicinity of Eastern Avenue after receiving a report of a male who was yelling and screaming in the area. Upon arrival, Lt Bickford made contact with the suspected male who later identified himself as Arnold R. Kidla III. While speaking with Kidla, DOB: 04-29-78 it was discovered that he had an active warrant for his arrest out of Washington Superior Court. The warrant which had a $5000 bail imposed on it was for a Failure to Appear on an underlying Aggravated Disorderly Conduct-Fighting Etc misdemeanor charge and an Assault-Aggravated with Weapon Felony charge. Kidla III was taken into custody by Lt Bickford without incident. He was transported to the PD where his fingerprints and photographs were obtained. Once completed Kidla III was transported to CCC where he was lodged on the $5000 bail.

SUMMARY OF INCIDENT:

On 09-10-22 at approximately 0750 hours Lt Mark Bickford of the SJPD was conducting roving patrol in a fully marked police cruiser when he observed a male operating a 2016 Jeep Patriot bearing VT registration KAM647 on Winter Street. Lt Bickford immediately recognized the male operator as Alex Lansford from prior law enforcement encounters and believed that he was currently under criminal suspension in VT.

A subsequent record check run through DMV confirmed that Lansford, DOB: 05-06-83 was under criminal suspension in the state of Vermont for a prior DUI conviction. Lansford was later located at his home by Lt Bickford. Lansford agreed to come to the PD for processing and admitted that he was the operator of the vehicle. Lansford was fingerprinted and photographed for the offense of DLS and was later released on a citation to appear in court on 10-17-22 during which time he will answer to the charge.
