On December 30, 2021 at about 2040 hours, a St. Johnsbury Police Department patrol officer noticed a motor vehicle equipment violation on Main Street. The vehicle was stopped on Western Avenue. The operator, Michael Greene, of Waterbury, VT was found to be the subject of an active return on mittimus arrest warrant issued by Barre Probation & Parole for 8 days of jail time owed on an underlying simple assault conviction. Greene was arrested and lodged at the Northeast Regional Correctional Facility to serve his jail time.

On December 26, 2021 at about 2247 hours, the St. Johnsbury Police Department received a 911 call to Cote Court after a motorist reported that a male who was not known to her came out of a building, jumped on the hood of her car while she was in the car and reportedly attempted to smash out her windshield. Responding patrol officers investigated and Jordan Passut was arrested for the above violations. Passut was brought back to the police station and eventually lodged at the Northeast Regional Correctional Facility for detoxification. He was issued a citation into Caledonia Superior Court regarding this matter with a court date of January 31, 2022 at 0830 hours.

SUMMARY OF INCIDENT:

On December 10, 2021 at about 2029 hours, the St. Johnsbury Police Department received a complaint of a burglary of an occupied dwelling in progress on River Road. Responding units arrived and learned that Skyler Woods was reported to have stolen a 58” flat screen television and some jewelry from the residence before fleeing in a vehicle that had been previously reported as stolen by the Lyndonville Police Department. The victim reported that the suspect struck her car while fleeing. Cpl. Hartwell located the suspect vehicle on Old Silo Road in Waterford but discontinued pursuing it as the suspect had already been identified and due to safety concerns after the operator drove at a high rate of speed. The investigation lead to a mobile home trailer on Avenue A. On December 11, 2021, St. Johnsbury and Lyndonville Police Department officers located the vehicle parked behind the mobile home and surrounded the property until a search warrant could be obtained from the Honorable Court. Using the search warrant, entry was made into home and Skyler Woods was arrested on the above violations, in addition to an active arrest warrant out of Washington County. The search revealed the stolen television, which was recovered and identified by the victim. Woods was brought back to the St. Johnsbury Police Department and later lodged at Northeast Regional Correctional Facility in lieu of $5,000 bail. The stolen vehicle was recovered and towed from the scene at the direction of the Lyndonville Police Department.

SUMMARY OF INCIDENT:

On 12-06-2021 at approximately 1643 hours the St Johnsbury Police Department began receiving complaints from victims within the village who had their vehicles vandalized. These acts consisted of vehicles that were "keyed" along with some that had large rocks/boulders thrown at or through there windshield. During the course of the next several days a steady flow of these type of complaints began to cycle through our dispatch center. As of early morning on 12-09-21 the number of vehicles that had been vandalized within the village had grown to approximately 42.

With the aid of video surveillance from a couple different locations within the village the St Johnsbury PD was able to determine that all of these acts were committed by the same individual. During the course of this investigation Ofc. Gerald Schartner and Lt Mark Bickford were able to locate the offender who was being housed at the Fairbanks Inn. The offender Micael Bizuneh, DOB: 10-17-88 was subsequently taken into custody without incident at that location.

Bizuneh while at the PD admitted to doing these heinous acts of vandalism within the village but stated that he had no control over his actions and that he had been compelled to do so. Bizuneh is awaiting an arraignments on these acts which is scheduled for 12-13-21 at 1230 hours in Caledonia County.

UPDATE: Bizuneh has subsequently been ordered lodged on $1000 bail, and is scheduled to appear in Caledonia Superior Court on Monday, December 13th to answer to for 9 counts of Unlawful Mischief-Felony. The investigation is continuing and further charges may be forthcoming.

On November 24, 2021, Allen was arrested as a fugitive from justice due to an active felony warrant for methamphetamine possession out of Grafton County, New Hampshire and brought before the Honorable Court. Allen was granted bail and given conditions of release, including a requirement that she report to Grafton County, New Hampshire Criminal Court by December 1, 2021. An investigation revealed that she posted bail on November 27, 2021 and had not reported back to New Hampshire as required. As her whereabouts are unknown, an arrest warrant has been requested.

The complainant reported she was leaving the premises in a car. Officers located the vehicle she was reported to be inside on the interstate. Ledoux was found to be in the presence of a male who she had court ordered conditions of release to not have any contact with and was also found to be out in violation of a 8pm to 7am curfew. Ledoux was arrested. Ledoux will answer this case in the Caledonia Superior Court on January 31, 2022 at 0830 hours.

Summary of Incident

The St Johnsbury Police Department began an investigation into a reported Burglary that took place on or about 11-28-21 within the village of St Johnsbury. During the course of the investigation Ofc. Robert Gerrish was able to determine that the offender in the Burglary/Petit Larceny case was Nicolas Balch. On 12-03-21 Lt Mark Bickford of the St Johnsbury PD located Balch, DOB: 02-16-80 while he was on foot in the vicinity of the old Cumberland Farms on Portland Street and subsequently took him into custody without incident. Balch was transported to the PD where he was fingerprinted, photographed and later released on a citation to appear in court on 01-24-2022 at which time he will answer to the charge(s) of Burglary into an occupied dwelling and Petit Larceny from a building.

On November 24, 2021 at about 1103 hours, a St. Johnsbury Police Department patrol officer observed a motor vehicle violation on Old Center Road. The vehicle eventually stopped on Fenton Road near the AmeriGas facility. The operator, Tabitha Allen, Homeless, was found to have an active felony warrant out of New Hampshire for methamphetamine possession. The passenger, Leo Roberts, was found to have an active in-state warrant and also out in violation of a 24 hour curfew. Allen was arrested as a fugitive from justice, brought before the Honorable Court and ordered lodged at Northeast Regional Correctional Facility in lieu of $1,000 bail. Roberts was arrested on the warrant and for violation of conditions of release. He was brought before the Honorable Court and ordered released. While patrol officers searched the area, another call came in that the person and vehicle had returned to the Jiffy Mart. Officers made contact with the operator, Damian Emerson (21) and found he was exhibiting signs of narcotic impairment. The investigation revealed a 1 year old child in the vehicle. Emerson was arrested and brought to the police department. Emerson was evaluated by a Drug Recognition Expert from the Vermont State Police and an evidentiary blood draw obtained. Emerson was later released to the care of a sober adult. Emerson was issued a citation into Caledonia Superior Court regarding this case for January 31, 2022 at 0830 hours.

On 10/29/2021, I was on Washington Avenue for an unrelated incident when I saw Jennifer Williams walking down the road. I checked with dispatch to confirm an arrest warrant on Williams. Once the warrant was confirmed, I arrested Williams. While searching incident to arrest, I found four yellow pills in her pocket.

SUMMARY OF INCIDENT:

The St. Johnsbury Police Department received a complaint about a burglary of a commercial building located at 623 Concord Avenue. An investigation revealed entry had been forced on the rear of the building and an initial estimate at the value of property taken was approximately $3903 in household goods, electronics, alcohol and cigars. After the investigation, Benjamin Gaughan was located at his residence on Concord Avenue and arrested at about 2130 hours. Gaughan was brought back to the police department. In cooperation with St. Johnsbury Probation & Parole, Gaughan was lodged as a parole violator at Northeast Regional Correctional Facility. He will make his initial court appearance in Caledonia Superior Court on October 27, 2021 at 12:30pm.

On 09/26/2021, St. Johnsbury Police responded to the Subway Restaurant located 18 Federal Street in St. Johnsbury for a report that someone had passed $70.00 is counterfeit currency. Upon arrival, employees advised that a male had come into the restaurant while they were busy and paid for two drinks with a $50.00 bill. They further advised that the male returned a short time later and told them they had given him a counterfeit $20.00 bill as change. Still busy the employee replaced the twenty with one from the drawer. They advised after the dinner rush was over they realized that the original $50.00 was also counterfeit. Police collected the bills as evidence, also collected at the time of the bills was an application for employment at the restaurant the suspect had dropped off at the time of the first purchase. On 09/30/2021, the passer of the phony money and applicant, Vincent Schwab was cited to appear in Caledonia Court to answer to charges of counterfeiting and retail theft as the original drink purchase was not paid for.

The St. Johnsbury Police Department received a walk-in complaint from Ms. Shannon Goodine that her car had been taken without permission by Mr. Alan Tanguay, who she reported had been drinking alcohol in violation of conditions of release and then left the residence in the vehicle in violation of a curfew and in contravention of conditions of release not to drive. Goodine reported that Tanguay had stolen her phone to prevent her from calling the police. After investigating the situation further at the residence, a St. Johnsbury Police patrol officer observed the vehicle as it turned from Union Street onto Russell Ave. The vehicle was apprehended on Southard Street adjacent to the 7th Day Adventist Church. Further investigation revealed Tanguay displayed signs of alcohol impairment and he was found to be driving said vehicle on a license that was under lifetime criminal suspension for prior DUI action[s]. Tanguay was arrested and brought to the police department, wherein he was later lodged at the Northeast Regional Correctional Facility as an incapacitated person. Tanguay was cited into Caledonia Superior Court to answer this case on October 4, 2021 at 0830 hours.

 On September 16, 2021, officers of the St Johnsbury Police Department responded to a report of a robbery at the East Garden Chinese Restaurant in St Johnsbury. The suspect was described as trying to enter the register drawer until caught by the owner. The suspect then fled but not before taking an undisclosed amount of cash from the tip jar on the counter. No weapons were reported to have been used in this robbery. The suspect is described as approximately 5’7 to 5’9” in height, wearing jeans, a dark colored tee shirt and a mask. Further details will be released pending receipt of surveillance video. No threat to the public safety is determined at this time. SUMMARY OF INCIDENT: ON September 6, 2021 officers of the St Johnsbury Police Department responded to Cote Court for a report of gunshots. The ensuing investigation led to the determination that a young male had been assault and was gone from the scene on the arrival of police. Police were called back to the scene again shortly after midnight when the victim returned. And was subsequently treated at NVRH for injuries. ON September 7, 2021 Sgt Lester Cleary was contacted by the Vermont State Police and learned that another identical assault had occurred that same evening, after the incident in St Johnsbury. Detectives form the Vermont State Police worked cooperatively with the St Johnsbury Police in this investigation in locating the suspect known as “[EXPUNGED]”. Through the investigation “[EXPUNGED] “ was located and taken into custody. “[EXPUNGED]” was identified as [EXPUNGED], of Bridgeport CT. At the time of [EXPUNGED]’s arrest, Kyle Goodell, 23 of Waterford and Vincent Schwab, 38 of St Johnsbury were also taken into custody. [EXPUNGED] was charged with burglary, Aggravated assault and possessing Deadly weapons in the commission of a felony, Goodell was charged with Aiding in the commission of a felony and Burglary and Schwab was charged with Accessory after the fact. [EXPUNGED] was lodged at the NERCF on 30,000 dollars bail concurrent with bail set in the Vermont State Police Case and Goodell was lodged on 1000 dollars unsecured bail. Schwab was cited to appear on October 4, 2021. [EXPUNGED] and Goodell will appear in Caledonia Superior court on September 14 at 1230 hours.

SUMMARY OF INCIDENT:

The St. Johnsbury Police Department received a report from the Caledonia County Sheriff’s Department that Zackari Sevio (27) fled from the courthouse after being ordered into custody by the Honorable Court. An immediate search by the St. Johnsbury Police Department was launched, with the assistance of Chief Harris of the Lyndonville Police Department and his K9 partner, as well as the Vermont State Police. Sevio was tracked to an area near Forrest and Western Avenues and an intensive search of the surrounding area took place. Sevio later contacted the police department and turned himself in at the station at 1759 hours. An investigation revealed that during the escape from custody, Sevio had telephone contact with a female he had conditions of release to not have contact with. Sevio was lodged at the Northeast Regional Correctional Facility and issued a flash citation to Caledonia Superior Court to answer the above new charges on September 1, 2021 at 12:30pm.

On 08/15/2021 at approximately 23:56 hours, a verbal argument between a couple that started on Crow Hill Road in St. Johnsbury, turned into a vehicle chase that made its way into the village. [EXPUNGED] and his girlfriend were involved in a verbal altercation at their residence on Crow Hill. The female left the residence and was picked up by a friend. [EXPUNGED] saw his girlfriend get into an unknown vehicle and gave chase in his vehicle. The chase reached Western Avenue, where [EXPUNGED] attempted to pass the vehicle in front of the St. Johnsbury School. [EXPUNGED] attempted to cutoff the vehicle and ran it onto the sidewalk. The chase then continued to Main Street where the victim vehicle pulled into the Police Department. A St. Johnsbury Police Dispatcher notice the incident and notified the shift officers of the incident. The chase started up again with the vehicles headed north on Main Street. The vehicle turned around and came back down Main Street and then onto Western Avenue headed west. Officer Robert Gerrish then located the vehicles and activated his emergency lights. The vehicle again reversed direction and headed back east on Western Avenue. The vehicle operated by [EXPUNGED] stopped as it pulled onto High Street. Corporal Hartwell pulled in front of the stopped vehicle to ensure it did not leave again. [EXPUNGED] was taken into custody and transported to the police department for processing. [EXPUNGED] is cited to appear in Caledonia court on 11/22/2021 to answer to the charges of aggravated assault and negligent operation.
