Summary of Incident

On 01-28-2022 Lt Mark Bickford of the St Johnsbury PD was involved in a search warrant that was executed at 545 Lafayette Street in St Johnsbury, VT. During the execution of the warrant, one of the individuals located inside the residence was identified as Gary B. Bolton, DOB: 09-05-89. While dealing with Bolton, Lt Bickford located a small clear container of what was reported by Bolton to be Heroin in his pant pocket. Bolton was issued a citation to appear in court for the charge of Possession of Heroin.

Summary of Incident

On 01-24-2022 Lt Bickford of the St Johnsbury PD responded to the White Market on Portland Street after dispatch received a phone call from an employee referencing two people inside the store currently who were seen on video the previous afternoon stealing items from within the store. Once on scene Lt Bickford spoke with the two individuals who were identified as Dylan Heywood and his girlfriend Shari-Jo Perkins. Upon completion, the two verbally admitted to taking merchandise from the store on the afternoon of 01-23-22 without paying for it. The merchandise consisted of alcohol and food which was valued at $41.69. Heywood, DOB: 04-08-98, and Perkins, DOB: 08-11-96 were issued a Notice of Trespass for the store and property and were subsequently charged/arrested with Retail Theft for their involvement on 01-23-2022.

SUMMARY OF INCIDENT: On the morning of January 3, 2022, officers form the St Johnsbury Police Department were called to the Dunkin Donuts at 473 Railroad Street for a burglary. They arrived to find a large window smashed out and a tip jar missing from the counter. A review of the video surveillance revealed the suspect broke the window, entered the store and took a plastic tip jar from the counter and exited the business. The subsequent investigation, along with help from the public led to the arrest of Nicolas Balch, 41 of St Johnsbury for the incident. Balch was released on a citation and is scheduled to appear on February 7, 2022 to answer the charges of Burglary, Unlawful Mischief and Petit larceny form a building.

On January 29, 2022 at 0147, a St. Johnsbury Police Department Patrol officer was refueling his vehicle at Maplefields. During this time he noticed a suspicious vehicle with the operator passed out behind the wheel. Further investigation revealed the operator displayed signs of impairment by a substance other than alcohol. The operator was then arrested on suspicion of DUI – Drugs (#2) and brought to the St Johnsbury Police Department. With the assistance of the Vermont State Police, a DRE was consulted and an evidentiary blood draw obtained. The operator was cited into Caledonia Superior Court to answer this case on April 25, 2022 at 0830 hours and released to a sober adult.

On January 25, 2022 at 0007, the St. Johnsbury Police Department received a complaint of screaming coming from an apartment unit in St. Johnsbury. Responding officers were met by a victim who reported that she was assaulted and strangled by a prior household member. She reported that her phone was smashed as well. After an investigation Mark Boutwell (38) was located by a St. Johnsbury Police Officer and several Vermont State Troopers at an address on Broad Street in Lyndon. Boutwell was arrested. Boutwell was later lodged at the Northern State Correctional Facility in Newport, VT on a hold without bail per the Honorable Court.

The officer attempted to stop the vehicle with the use of emergency blue lights and siren but the vehicle failed to stop. The vehicle was stopped on Cliff Street near Central Street. The operator, Lily Therrien, was arrested for attempting to elude and later released from the St. Johnsbury Police Department on a citation into Caledonia Superior Court for March 14, 2022 at 0830 hours. Therrien was also issued various Vermont Civil Violation Complaints totaling $940 in waiver fines and 15 points. The car was hauled away by McKay’s towing out of Lunenberg.

On January 11, 2022 at 2205 hours, the St. Johnsbury Police Department received a complaint of a domestic disturbance at a residence on Cote Court. Responding patrol officers did not find probable cause for any criminal arrests as a result of the initial complaint, but found that a person (Jordan Passut) who resided at 87 Elm Street had inserted himself into the verbal dispute in violation of active conditions of release as to a 24 hour curfew and alcohol consumption. In addition, officers received complaints that Passut had conducted himself in a disorderly fashion while making statements motivated by the racial characteristics of members of the public who were present on scene. Passut was arrested and brought to the police department. Passut ended up being lodged at Northern State Correctional Facility on $100 bail.

SUMMARY OF INCIDENT:

On January 5, 2022, the St. Johnsbury Police Department received a complaint that a 17 year old had threatened a family or household member with a 10” Mossy Oak gut hook knife. Responding officers seized the knife and arrested the 17 year old, who was brought him to the police station. He was released on conditions of release per the Honorable Court to be in the custody of a different relative until court on January 6, 2022 at 1230.

Summary of Incident

On 01-05-2022 at approximately 1050 hours I was working as Lt for the SJPD when I was dispatched to 955 Portland Street after a concerned citizen called dispatch advising that they had just witnessed two people go into the house. Lt Bickford responded and found the door to the residence which is owned by the Town of St Johnsbury unlocked. Once inside Lt Bickford heard what sounded like someone rummaging around in one of the adjacent rooms. While conducting a search of the interior of the residence with the assistance of Cpt. Gray two females were located hiding within.

The two were identified as Rachel Stanzione, DOB: 07-28-81, and Elizabeth Willson, DOB: 05-23-82. After completing his investigation into the complaint the two were subsequently taken into custody and transported to the PD for processing. They were later released with a citation to appear in court during which time they will answer to the charge of Burglary and Unlawful Mischief.

Summary of Incident

On 01-04-22 at approximately 1227 hours Lt Mark Bickford of the SJPD was dispatched to 879 Portland Street after receiving a report of unwanted guests at the residence. The caller advised that the guest had been asked to leave and refused. Lt Bickford located the two individuals inside the residence. After completing his investigation, the female who was identified as Mikayla Camber was found to have two active warrants for her arrest. Camber, DOB: 11-08-01 was subsequently taken into custody by Lt Bickford and taken to the PD where she was processed on the two active warrants. Once completed Camber was brought to the courthouse for arraignment and was later released on Conditions of Release.

On January 1, 2022, a St. Johnsbury Police Department officer attempted to conduct a curfew compliance check on Dalton Kraft (who is on a 24 hour curfew in Ryegate) via a landline phone number that is court ordered to be maintained to allow law enforcement to ensure Kraft is abiding by his curfew. The phone number rang to a St. Johnsbury resident who stated she had had the number for months and was not affiliated with Kraft. Kraft was located in Ryegate, Vermont by Vermont State Police and cited into Caledonia Superior Court to answer this case with an arraignment date of February 28, 2022 at 0830 hours.

On January 1, 2022 at about 1831 hours, the St. Johnsbury Police Department received a complaint that an intoxicated person had driven to the Jiffy Mart and was still on the premises, preparing to leave. Responding officers found Skyler Lumbra (40) behind the wheel of a Ford Escape and further investigation revealed he showed signs of alcohol impairment. Lumbra was arrested for suspicion of DUI #3 and brought to the police department. Lumbra was later lodged at the Northeast Regional Correctional Facility overnight for alcohol detoxification. The Ford was towed away by B&B towing. Lumbra was flash cited into Caledonia Superior Court to answer this case with a date of January 10, 2022 at 0830 hours.
