SUMMARY OF INCIDENT: On 10/25/2022, Operator Gina Barrette, refused to stop for officers as she was pulling out of Maplefields. Lights and sirens were activated. Barrette was civilly suspended, and had prior convictions of license required. Barrette operated through the Village of St Johnsbury, crossing the center line, not stopping at stop signs or blinking red lights. Barrette also reached speeds of approximately 92 mph on Concord Avenue, a posted 30 mph zone. Officers terminated, due to public safety. Barrette was found on October 28, 2022 on Summer Street, St Johnsbury, VT and arrested for the previous charges.

On October 23, 2022 at about 1857 hours, a patrol officer received a walk in complaint about Dylan Heywood being at a residence with a female he was prohibited from having contact with. The residence is located on the floor of a building Heywood is prohibited from being on. Officers made contact with Heywood and advised him he was under arrest. Heywood resisted arrest by producing a folding knife and stating he would not go anywhere. Heywood was then taken into custody. Heywood was also found to have been consuming alcohol in contravention of other conditions of release. Heywood was admitted to Northeastern Vermont Regional Hospital for evaluation. Heywood was flash cited into Caledonia Superior court with an arraignment date of October 24, 2022 at 1230 hours.

Investigation revealed the operator, Robert Shaw, displayed signs of impairment by a substance other than alcohol. Shaw was arrested for suspicion of DUI Drugs. Shaw was transported to VSP-Derby for a Drug Influence Evaluation administered by Vermont State Police and an evidentiary blood draw obtained at North Country Hospital. Shaw was cited into Caledonia Superior Court regarding this issue with an arraignment date of February 6, 2023 at 0830 hours.

Imani Page repeatedly called the victims phone and reportedly continued to do so after being advised by a patrol officer to stop calling. Page was later located at her residence at 438 Railroad Street and cited into Caledonia Superior Court with an arraignment date of November 14, 2022 at 0830 hours.
