SUMMARY OF INCIDENT:

On May 2, 2022 at about 1856 hours, a St. Johnsbury Police Department patrol officer observed a motor vehicle violation on Pleasant Street. The vehicle was stopped on Pleasant Street. The operator was found to be driving without a license and with a prior civil conviction for the same. The operator was also found to display signs of impairment by a substance other than alcohol. The operator was arrested for suspicion of DUI Drugs and License Required. A Drug Recognition Expert was contacted via the Vermont State Police. The operator refused to consent to a blood draw and a search warrant was issued by the Honorable Court for an evidentiary blood draw, which was obtained at the hospital. Manassa was later released on a citation into Caledonia Superior Court with an arraignment date of August 8, 2022 at 0830 hours.
