SUMMARY OF INCIDENT:
On the above date and time, a St. Johnsbury Police Department patrol officer noticed a motor vehicle violation on Memorial Drive. The vehicle was stopped near Memorial and Tremont Street. The operator, Vincent Shwab, was found to be operating the motor vehicle on a license that was under criminal suspension. Shwab was screened for impairment and also suspected to be under the influence of narcotics while operating the vehicle. Shwab resisted arrest when being taken into custody. A Drug Recognition Expert exam was performed with the assistance of Vermont State Police and an evidentiary blood draw obtained. The vehicle was seized pending the application for a search warrant. Shwab was released on a citation to Caledonia Superior Court in regards to this matter with an arraignment date of October 18, 2021 at 0830 hours.
