SUMMARY OF INCIDENT:
A St. Johnsbury Police Department patrol officer noticed a motor vehicle violation on Railroad Street near Eastern Avenue. The motor vehicle was stopped in the town parking lot on Eastern Avenue. Signs of impairment were noted and as such the operator was screened. Officers noted a 2 and 4 year old in the car. After an investigation, Nicole Balch was arrested for suspicion of DUI #1 and [EXPUNGED]. Balch was brought back to the police department wherein she refused to provide an evidentiary breath sample. Balch was cited into Caledonia Superior Court on August 30, 2021 at 0830 hours.
